What the inspector wrote

On February 26, 2026, Licensing Program Analyst (LPA) Darnella Barnes conducted an unannounced annual inspection at the facility. LPA met with Director Lilia Perez, explained the purpose of the visit, and was granted access to the facility. The director received the LIC125 Entrance Checklist. During the inspection, the director, eight teachers, and fifty-one children were present. The facility operated Monday through Friday from 7:30 a.m. to 5:30 p.m. and maintained four preschool classrooms. The facility provided morning and afternoon snacks and water. Parents supplied lunch and water for their child, and additional food and water were available on site as needed. Filtered water was accessible throughout the day from dispensers. LPA observed a smoke alarm and carbon monoxide detector in each classroom. Required postings were posted. The most recent fire drill was conducted on October 7, 2025. LPA Barnes informed the Director of the requirement to conduct and document fire drills at least once every six months. LPA observed six 3A-40-BC fire extinguishers with a service date of February 17, 2026. An operating telephone was present. The Director stated that no firearms were stored or present on the premises and that smoking was not permitted. -----CONTINUED NEXT PAGES ----- Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated LPA Barnes inspected the indoor environment. The flooring did not present tripping or slipping hazards. Toy containers had smooth edges, ventilation, and lids designed to prevent finger entrapment. Each child had an individually labeled storage space. Each child was assigned individual bedding that was not shared. Bedding covers for the mats were washed weekly by the facility. Blankets was sent home weekly for washing and returned. Mats were arranged to allow walkways for movement and staff access. Walls, floors, and dispensers were disinfected after each use and maintained. Cleaning supplies and chemicals were stored in locked cabinets, separate from food and out of children\342\200\231s reach. Floors were mopped and carpets were vacuumed daily. Trash was placed in covered containers. The indoor temperature was recorded at 68 degrees Fahrenheit. LPA Barnes reviewed five children\342\200\231s files during the inspection and found them complete. LPA reviewed the manual sign-in and sign-out sheets. Entries included full legal names and times of arrival and departure LPA Barnes reviewed eight staff files. Some staff files did not contain documentation of Mandated Reporter Training certifications and immunizations for measles and pertussis. Two Type B citations were issued and documented on the attached LIC809D. LPA Barnes informed the Director that Mandated Reporter Training is required every two years. LPA Barnes stated that at least one staff member must maintain current CPR and First Aid certification at all times. LPA Barnes stated that aides and assistants are required to remain under the supervision of a qualified teacher except during naptime or bathroom transitions. -----CONTINUED NEXT PAGES ----- During the outdoor inspection, LPA Barnes observed that all walkways, ramps, and stairs were free of hazards. The play area provided adequate shade and was organized to minimize the risk of injury. The outdoor space was fenced at least five feet high, was free of debris, and did not contain any accessible hazards or bodies of water. First aid supplies were observed in an accessible location for staff and out of children\342\200\231s reach. Incidental Medical Services (IMS) policy was discussed. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For childcare center licenses issued after July 1, 2022, the Director shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . Director was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California..
