What the inspector wrote

On February 2, 2026, Licensing Program Analyst (LPA) Darnella Barnes conducted an unannounced annual inspection of the childcare facility. LPA explained the purpose of the visit to Licensee Sylvia Newell who granted access and received the Entrance Checklist (LIC 126). Licensee, Spouse Roosevelt Newell and three children were present at the visit. The facility operated Monday through Friday 6:30am \342\200\223 5:00pm. Required postings were visible. Records show that the last fire and disaster drill took place on 11/21/25. LPA reminded the licensee of the six-month drill requirement and the need for proper documentation. LPA reviewed capacity and ratio rules, supervision requirements, mandated reporter duties, and the non-waivable rights of children. LPA toured the home. Off-limits included 4 bedrooms, pantry room and attached garage. The home was clean, well-ventilated, and furnished with safe, age-appropriate toys and equipment. A 3A-40-BC fire extinguisher was available. A functioning telephone was present. Smoke Detector and Carbon Monoxide were tested and working. Covered fireplace in living room Hazardous items, including cleaning supplies, detergents, medications, and poisons, were stored out of children\342\200\231s reach. No dangerous conditions were observed. The licensee stated there were no firearms in the home, and smoking was prohibited. -----CONTINUED ON NEXT PAGES ---- Outdoor areas were inspected. Off-limit areas include both sides of house and area back of chainlink fence. The backyard was enclosed with a five-foot fence. LPA reminded the licensee to notify Licensing before making changes to the home or yard. Licensee, Spouse Roosevelt Newell and Son Charles Newel's CPR/First Aid certifications expires 1/10/28, Mandated reporter certifications expires 12/24/26. Five children\342\200\231s files were reviewed and were complete. Including LIC282 Affidavit Regarding Liability Insurance for Family Child Care. Licensee does not transport children. Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department.
