What the inspector wrote

Licensing Program Analyst (LPA) Fermin Campos-Jaramillo met with licensee, Cecilia Barrientos, for an annual inspection and explained the nature of today\342\200\231s visit. Present during today\342\200\231s visit were licensee and her spouse/assistant with one infant in care. Adults living in the home are licensee, her spouse, three adult daughters with 4 minor children. Licensee stated her adult daughters and her children are half time residents in her home during the weekends. Days and hours of operation are Monday through Saturday, 5:00 am to 6:30 pm. LPA toured the inside and outside of the home. LPA observed a blocked fireplace, no wall heater, and no stairs. Off limits indoor: kitchen that is gated, two bedrooms, master bedroom, and master bath. There are no bodies of water. Licensee stated there are no pets or weapons. LPA observed a 3A40BC and 2A10BC fire extinguishers that were last serviced on 06/26/23. Smoke detector and Carbon Monoxide detectors are operable. Telephone is in working order. Sharp objects, medicines, poisons and cleaning supplies are inaccessible to the children and stored in the off limits kitchen. Backyard is fenced. Off limits outdoor: garage and additional back yard that is gated and locked. LPA reminded licensee that she can only have 14 children according to their license. Children were supervised during the visit and LPA went over substitute options. Licensee stated they do not transport children, LPA reminded Licensee that children are never to be left in parked vehicles and must use appropriate car seats according to the child's age/weight/size. LPA took a picture of a current roster of the children. LPA observed a fire and disaster drill log that was last conducted on 2/05/24. LPA reviewed 5 children\342\200\231s files and observed a copy of the emergency information card (LIC 700) in each file. Infant individual sleeping plan (LIC 9227) for each infant under 12 months and a 15 minute check sleep log for infants under 24 months was in file and reviewed by Licensee. Report dated 2/29/24 continues on page 2. Report dated 2/29/24 continues from page 1. LPA observed that the Licensee and assistant have completed Mandated Reporter training on 11/08/22. Licensee and assistant have Pediatric CPR/First Aid expiring 10/07/25. Needed documentation for SB 792 which requires immunization against Pertussis, Measles, and Influenza as well as TB testing is on file for licensee and assistant. A review of staff records on 2/06/24 indicates that all Facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Licensee was reminded that all the adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. *****************************Report dated 2/2924 continues in page 3 ********Report dated 2/29/24 continues from page 2. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the LICENSEE Cecilia Barrientos confirmed that there are no Registered Sex Offenders living in the facility. Exit interview conducted and report was reviewed with the licensee Cecilia Barrientos. There were no deficiencies cited today. A notice of site visit was handed to licensee and must remain posted for 30 days
