What the inspector wrote

Licensing Program Analyst (LPA) Stephanie Collins met with Director Denise Noel and informed her of the nature of the visit, LPA conducted a case management inspection due for a request for an increase of capacity. Preschool is currently closed for the summer therefore there are 0 children in care. On 08/4/2021 a facility evaluations inspection was conducted in response to the facility’s request to add a room #7 to their existing preschool License. The facility is operated by the Salinas City Elementary School District and criminal background checks and clearances are handled through the Department of Education. Monterey County Regional Fire District granted fire clearance on 06/8/21. An increase to capacity is being requested at this time from 48 to 68 preschool children. The Preschool Program is currently operating in rooms #1 and #2. The facility did not construct additional space or make any structural changes to the physical plant to accommodate for the increase in capacity. The Preschool facility is located on an active school campus (Boronda Meadows Elementary ) The facility has a restroom waiver in place to share rest rooms with the elementary school per waiver guidelines. The following measurements were taken today 8/4/2021 Indoor Activity Space: Room 2 = (Total sq. ft. of Room 2) – (Total Encumbered Space in Room 2) = (845.04 sq. ft.) – (11.80 sq. ft.) = 833.24 sq. ft. Rooms 1 and 2 Per measurements taken 07/23/2007 =(2,062.982 sq. ft.) Total Indoor Activity Space = (833.24 sq. ft) + (2,062.982 sq. ft.) = (2,896.22 sq. ft.) divided by (35 sq. ft.) = 82 children Facility has an adequate number of toilets and sinks to support the requested capacity change- (12/180 toilets , 2/30 urinals and 14/210 sinks) available for the children. Staff restrooms include one toilet, and 2 sinks. Staff restroom will be used for ill children. OUTDOOR SPACE MEASURED: (Per Evaluation Report 9/15/2021 Small Yard 3,646.913 sq. ft. TOTAL OUTDOOR SPACE: = 3,646.913 sq. ft. DIVIDED BY 75 = 48 children . The physical plant meets the requirement for the requested capacity of 68 Preschool children. The facility's increase in capacity request will be submitted to Licensing Management for the final stage of review . Pending Request for Playground Wavier. LPA discussed the requirements of AB 633 with the /Director Denise Noel and provided the AB 633 fact sheet and a copy of Acknowledgement of Receipt of Licensing Reports (LIC 9224) and the Director understands the requirements. Upon receipt, Director Denise Noel shall post and provide copies of this licensing report to parents/guardians of children in care at the facility and to parents/guardians of children newly enrolled at the facility during the next 12 months. LPA/s also discussed "zero tolerance" related regulations with the Licensee/Director, Denise Noel and was advised of the assessment for an immediate $500 per day civil penalty for any violation of a "zero tolerance" related regulation. An ongoing civil penalty of $100 per day continues until the violation(s) is corrected. Notice of Site Visit provided and must remain posted for the next 30 days.
