What the inspector wrote

Licensing Program Analyst (LPA) Elizabeth Larios conducted a unannounced Annual/Random inspection. LPA met with and Preschool Coach, Elizabeth Bro & Lead Teacher, Ming Doughty Buakhoo and explained the nature of today's visit. LPA toured the facility both inside and outside during todays visit. LPA noted that the facility is located on the Boronda Meadows Elementary School campus, in classroom 1, and 2. The hours of operation are Monday - Friday, 8:00am - 4:00pm. The preschool operates two inclusions (8:00am-11:00am and 12:00pm-3:00pm) in classroom #2 currently it's being used for a special education summer program that started on 6/24/2025 until 7/23/2025. Once the school year starts again in 08/07/2025 classroom #2 will be reopened to preschool children. The program is run by the Salinas City Elementary School District. LPA observed the required posted materials, including the Facility License, Emergency Disaster Plan (LIC 610), Earthquake Preparedness Checklist (LIC 9148), Parents' Rights Poster (PUB 393), Personal Rights (LIC 613A), Child Car Seat Law (PUB 269), Activity Schedule, and menu. LPA reviewed children's and staff files during today's visit. Each child's file reviewed contains the Information and Emergency Information form (LIC 700), immunization records, physicians report, personal rights, and parents rights. The Lead Teacher file contain the required transcripts/verification of experience. All staff have clearances through Salinas City Elementary School District . Lead Teacher has current CPR and First Aid certifications on file. Staff have Health Screening Report and TB test, Immunization (Measles, Pertussis, and Flu) record and required Training. Staff had current Mandated Reporter Training certificate in file. Lead Teacher understands that there shall be at least one person with valid CPR and First Aid certifications on site at all times, or present during off-site activities. Lead Teacher understands the conditions, limitations, and capacity specifications of the facility license. ====CONTINUE ON LIC 809-C==== Lead Teacher understands that children shall be visually supervised at all times. LPA observed classroom clean and in order. Drinking water is readily available for the children in classrooms and in the outdoor playground area via water fountain indoor and outdoor. LPA was informed children also bring there own water bottles and staff refill if needed. LPA observed solid waste containers with tight-fitting lids in classroom. Staff and children's bathrooms are clean, sanitary. Lead Teacher states that there are no weapons or firearms on the premises. LPA observed all furniture and equipment is in good condition and safe for the children. The playground area utilized by children is surrounded by appropriate fencing and the outdoor surfaces are safe for the children. LPA observed that the outdoor equipment is age appropriate (18 months until 5 years old). LPA did not observe any bodies of water. The food preparation and storage areas are clean, free of litter & rubbish, and free of rodents and other vermin. Cleaning supplies are securely stored and inaccessible to the children. LPA observed two fully charged 3A40BC fire extinguishers last service on 7/12/2024, and working fire pull station/carbon monoxide detectors. LPA observed two emergency backpacks with first aid kits. Lead Teacher states that the facility does not administer medications at this time. Incidental Medical Services (IMS) policy was discussed. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. A NOTICE OF SITE VISIT WAS ISSUED, POSTED NEAR THE ENTRANCE TO THE FACILITY, AND MUST REMAIN POSTED FOR 30 DAYS.
