What the inspector wrote

Licensing Program Analyst (LPAs) Shine Yu and Farida Raja, conducted an unannounced Required 1 Year Annual Inspection. LPA met with center director , Sofia Resendiz . LPA explained the purpose of today's visit. LPAs observed the following posting at wall in center entrance hallway, Facility's License, Notification of Parents\342\200\231 Right Poster, Child Car Seat Law, Personal Rights (LIC 613A), and foods service menu. Emergency Disaster Plan was observed and posted in classroom. The center's operating hours are Monday through Friday 07:00 AM to 5:30 PM. The facility serves children ages 2 years old to entry into kindergarten, which utilizes two classrooms: one for younger preschooler (R1) and one for preschooler (R2). Director stated no transportation provided in the center. LPAs toured the indoor and outdoor areas. LPAs observed that the facility was operating in compliance with teacher to children ratio requirement. Present are 3 teachers and 11 children in R1 and 3 teachers and 12 children in R2. Cleaning products, disinfectants, sharp objects were stored inaccessible to children. Furniture and equipment were observed to be age appropriate and in good condition. The staff and children's bathroom are clean, sanitary, and operable. LPA test the water faucet in the bathroom. Director stated that the facility has cleaner does cleaning service after day care hours. The center has kitchen and one staff to provide breakfast, lunch and afternoon snacks to children. LPAs observed the menu posted. Foods and beverages were kept protected against contamination and spoilage in refrigerator. (continue on page 2) LPAs observed trash cans with tight fitting covers for the disposal of solid waste. LPAs observed fire extinguishers, fire alarm and sprinklers in both classrooms. The latest service dated 01/31/2025. Director stated that there are no firearms in the facility. Drinking water is readily available for the children outdoor via individual water bottles. The playground is surrounded by appropriate fencing and the outdoor surfaces are safe. Shades are provided by trees and umbrellas. LPAs observed age appropriate toys in playground. LPAs observed artificial grass as resilient material under and around the climbing structures. There were no bodies of water observed. LPAs reviewed electronic sign in and out records in director's computer. LPAs reviewed six (6) children's files. Children records reviewed include Admission Agreement, Identification and Emergency Information, Consent for Emergency Medical Treatment form, Parent Right's Receipt, Personal Rights, Physician's Report, Health History, Immunization, and TB test. LPAs reviewed four (4) staff files. Staff records reviewed include Employee Rights, Statement Acknowledging Requirement to Report Child Abuse, Health Screening Report with TB Clearance, immunization (Measles, Pertussis, and Influenza) and required training. LPAs reminded Director that the Mandated Reported Training shall be renewed by all staff every two years. At least one staff member present during the inspection has current Pediatric CPR/First Aid certifications. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1.CCP . Water lead testing was completed by the facility in June, 2022 and no Action Level Exceedance were reported. (continue on page 3) This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies which are inaccessible to children, and reviewed medication plans and doctor's proofs. For IMS information see PIN 22-02-CCP.
