Licensing Program Analyst (LPA) Fermin Campos-Jaramillo conducted an unannounced annual inspection to the home today. LPA met with licensee Monica Rocha. LPA explained the nature of today's inspection to her. Days and hours of operation are Monday to Friday from 6:00 AM to 6:00 PM. The adults that reside in the home are the Licensee, her spouse Nicanor, her daughter Ashley, her daughter in law and helper Maria V (present) and her son Michael. There were three children in care today included two infants and one preschool age. Licensee's minor children ages 16 and six, and a one year old grandchild reside in the home. Licensee's certifications for CPR and First Aid card are current and will expire on 9/3/26 and for helper 3/24/25. LPA toured the indoor and outdoor areas of the home during today's inspection. LPA took a picture of the Child Care Facility Roster during today's inspection and it is current. LPA reviewed five children's files and they are complete and current including the parent's rights form, and the immunization records form. Licensee has documented a fire drill during the last six months on 12/3/24. The Licensee has a working telephone in the home. LPA observed sufficient materials, toys, and play equipment for the day care children. Off limit areas inside are: Three bedrooms, the kitchen, one bathroom and the attached garage. LPA observed there are no stairs in the home. Off limits areas outside: The back yard and the right side yard. LPA observed the back yard is fenced. Licensee uses the left side yard as playground. LPA observed a fully charged 3A40BC fire extinguisher last serviced on 8/5/24 and working smoke detectors. LPA observed the home has a working carbon monoxide detector and no bodies of water. LPA observed there are not wall heaters or a fireplace in the home. The Licensee states that she does not have any weapons in the home. All detergents, cleaning compounds, medications, and other similar items are stored inaccessible to children. Licensee has in file proof of immunization for herself and for her helper Maria V according with the SB792 for measles, pertussis and influenza. **********************************Report dated 2/13/25 continues in page 2. Supervision of children was discussed with the Licensee and she understands that she must be present in the home during day care hours and ensure that the children are supervised at all times. The Licensee understands her capacity options and she understands she cannot have more than 14 children in the home at any time and must observe ratio (age of the children). Licensee understands that a helper is required to assist in the home whenever the number of children is greater than 8. Licensee understands in the absence of a qualified helper, her license capacity is automatically reduced to capacity 8 and ratio must be observed as well. Licensee understands the children residing in her home count as part of the capacity of her license until they reach the age of 10 years old. The Licensee states that she does not transport children via vehicle and she understands that children cannot be left in parked vehicles unattended at any time. Licensee uses redirection and communication with children as a form of discipline. Department website: www.ccld.ca.gov provided to Licensee. LPA observed that the Licensee and helper Maria have renewed the required "mandated reporter" training on 6/18/24 and 1/22/25 respectively. Licensee understands that all licensees and adults in her home in contact with children are required to complete the training. Licensee understands that training must be renewed every two years. LPA referred the Licensee to the training website: www.mandatedreporterca.com for additional information on the online training. A review of staff records on 10/31/24 indicates that all Facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated . LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep web page at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical services (IMS) policy was discussed. For IMS information see Evaluator Manual \342\200\223 Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. During the exit interview, the LICENSEE Monica Rocha confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Exit interview conducted and report was reviewed in Spanish with the licensee Monica Rocha. No deficiencies were cited today. A notice of site visit was given and must remain posted for 30 days.
