What the inspector wrote

On 08/28/2025 at 2:00PM, Licensing Program Analyst (LPA) Martha Jimenez-Villanueva conducted an unannounced Annual Random. LPA met with Licensee, Brenda Estrada Medrano and explained to her the nature of today's inspection. Present at home were licensee and her Irma assistant/mom, Dolores assistant/daughter and Blanca assistant with ten (10) children in care: 3 infants and 7 preschoolers. The adults that reside in the home are herself, her parents Irma and Juan, her two daughters Dolores Aurora and Isabel. Per licensee no minors at home. All required posting materials were posted. Days and hours of operation are from Monday-Friday from 5:00AM to 6:00PM. Licensee carries day-care insurance with Markel Insurance Company and its current. Fire/disaster drill was conducted on 06/30/2025. LPA inspected inside and outside in the home. LPA observed a fully charged 2A10BC fire extinguisher that was serviced on 01/28/2025, functioning smoke and carbon monoxide combo detector. There are no stairs, no bodies of water, and no wall heater inside the home. LPA observed a blocked fireplace in the second living room. Licensee stated there are no weapons/ammunition and no pets in the home. LPA observed all children areas are gated inside and outside. Backyard is fenced. Off limit areas: four bedrooms, one bathroom, garage, and left side yard. The home is clean and orderly. There is a central heater system and fans for comfort and safety for the day care of children. Cleaning products, sharp objects, and other items that are dangerous to children are inaccessible to the children and stored in the garage and top kitchen cabinets. LPA observed sufficient age-appropriate materials, toys, and play equipment in the home. The children's bathroom is clean, sanitary, and operable. Licensee stated that she does not transport day care children. Licensee understands that children shall not be left unattended in parked vehicles must use appropriate car seats according to the child's age/weight/size and car seat cannot be used for sleeping. The house has a working telephone. Report Continues in next pages. LPA obtained a copy of current children's roster. LPA reviewed six (6) children\342\200\231s files during today's inspection for the following records: Notification of Parents Rights (LIC995A), Consent for Emergency Medical Treatment (LIC627), Identification and Emergency Information (LIC700), Infant Sleep Plan (LIC9227), sleep log for children under 2 years old, and Immunization Records. All documents are on files. LPA reviewed staff files for licensee and three assistants. Immunization for measles, pertussis, influenza (opt/out) and TB according with SB792, on file for the three of them. Licensee and assistants have current Pediatric CPR/First Aid certifications and expired on 08/2027, 05, 2026 and 05, 2026 and 09/2027. Licensee and assistant completed Mandated Reporter Training on 08/13/2025, 05/22/2024, 02/08/2024 and 09/22/2024. LPA reminded Licensee that Mandated Reporter Training must be renewed by all staff every 2 years. Children were supervised during the visit and LPA went over substitute options and reminded the licensee they could only have 14 children according to their license and she understands that she must be present in the home during day care hours (80% of the operating hours) and ensure that the children are supervised at all moments. Licensee understands her capacity/ratio options. Licensee stated that a child will be isolated in a corner on a sofa, if necessary, due to illness or communicable disease. A review of staff records on 06/23/2025 indicates that all Facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Licensee submitted LIC 9182 for assistant Blanca, but she was not in the roster. During inspection LPA was able to transfer the fingerprints into this facility. Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Report Continues in next pages. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at an additional resource. LPA also reminded Licensee of the importance of checking for recalled infant devices https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&R's) throughout California. During the exit interview, the Licensee Brenda Estrada Medrano confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. No deficiencies were cited during today's visit. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the licensee Brenda Estrada Medrano in Spanish.
