On January 14, 2026, Licensing Program Analyst (LPA) Darnella Barnes conducted an unannounced annual inspection of the child care facility. LPA explained the purpose of the visit to Licensee Jill Carroll who granted access and received the Entrance Checklist (LIC 126). At the visit were Licensee, staff Amanda Carrizo and 6 children. The facility operated Monday through Friday 7:30 am \342\200\223 4:30 pm. Required postings were visible. Records showed the last fire and disaster drill took place on 11/11/25. LPA reminded the licensee of the six-month drill requirement and the need for proper documentation. LPA reviewed capacity and ratio rules, supervision requirements, mandated reporter duties, and the non-waivable rights of children. LPA toured the home. Off-limits areas included all interior except kitchen, dining, bathroom, and livingroom. The home was clean, well-ventilated, and furnished with safe, age-appropriate toys and equipment. A fully charged 2A-10B-C fire extinguisher was available. Smoke and carbon monoxide detectors were tested and found to be working. A functioning telephone was also present. Hazardous items, including cleaning supplies, detergents, medications, and poisons, were stored out of children\342\200\231s reach. No dangerous conditions were observed. The licensee stated there were no firearms in the home, and smoking was prohibited. -----CONTINUED NEXT PAGES ----- Outdoor areas were inspected. Off-limits areas include all of outside except courtyard and outback courtyard. The outside was enclosed with a five-foot fence. LPA reminded the licensee to notify Licensing before making changes to the home or yard. Licensee CPR/First Aid expires: 5/28/27. Licensee and Staff mandated reporter expired. Therefore, a Citation B is on the attached LIC809D. Six children\342\200\231s files were reviewed and were complete.. Except some children were missing documents therefore Citation B\342\200\231s are on the attached LIC809D\342\200\231s. LPA also explained that if liability insurance was not provided or the facility was not listed on the policy, parents would need to sign the Affidavit Regarding Liability Insurance, form LIC 282, and the form would be kept in each child\342\200\231s record. Licensee was missing LIC282 in a child\342\200\231s file and therefore Citation B on attached LIC809D. LPA reminded the licensee that if transportation is provided in the future, a valid driver\342\200\231s license is required, children may not be left unattended in vehicles, and proper car seats or booster seats must be used. Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee [or facility representative] and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. -----CONTINUED ON NEXT PAGE ----- Incidental Medical Services (IMS) policy was discussed. During the exit interview, the Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
