Licensing Program Analyst (LPA), Elizabeth Larios, met with Licensee, Maritsa Fernandez, to conduct inspection for capacity increase at Family Child Care Home (FCCH). Upon arrival, there were four day care children and Licensee which is compliant with current home capacity requirements. Hours of operation are Monday - Friday 6:00AM- 6:00PM. Licensee states herself, and spouse are the only adults over the age of 18 living in the home and have criminal record clearances. Licensee also has three minor children residing in the home. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA conducted tour of inside of FCCH during today's inspection and home was observed to be clean, orderly, and safe for the day care children. Off limits inside the home include: master bedroom/bathroom, two bedroom, bathroom, living room, and kitchen. Smoke alarm and carbon monoxide detectors are functioning and FCCH is equipped with 3A40BC fire extinguisher that was last service on 7/22/2024. Fire pull station is installed near the kitchen area in converted garage. Fire Clearance for large capacity was conducted and approved on March 13, 2025 by City of Salinas Fire Department. There are conditions for fire clearance approval (Maintain smoke/carbon monoxide alarms per manufacturer's recommendation, Maintain fire sprinkler system, Maintain fire extinguishers, Conduct and maintain record of fire drill. Maintain exit/egress to the public way, Maintain all special licenses/permits, and Highlighted areas are approved). Garage is approve. Licensee has napping cots/mats and play yards for day care children. All food is prepared and provided for children by the FCCH. Licensee is enrolled in the food program. ====CONTINUE ON LIC 809-C==== LPA conducted tour of outside of FCCH during todays inspection. Off limits outside the home include: the right side of yard. LPA advised Licensee that staff who will be alone with the day care children must have current First-Aid/CPR certificates. LPA reminded Licensee to update roster and paperwork for children prior to enrollment at the home. LPA reviewed capacity and staffing requirements for large family child care home with Licensee and provided copy of regulation. (102416.5 Staffing Ratio and Capacity). Supervision of children was discussed with the Licensee and she understands that she must be home during day care hours and ensure that children are supervised at all times. Licensee additionally understands that she must be home at least 80% of the time FCCH is open. The Licensee states she will not be transporting day care children. LPA reminded Licensee that children should not be left unattended in parked vehicles and that car seats shall only be used for transportation and shall not be used for sleeping. No deficiencies were cited. Exit interview was conducted, where this report was reviewed and discussed with Maritsa Fernandez. A copy of this report was also provided. A NOTICE OF SITE VISIT WAS ISSUED AND MUST BE POSTED ON OR ADJACENT TO THE INTERIOR SIDE OF THE MAIN DOOR INTO THE FACILITY FOR 30 CONSECUTIVE DAYS. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. A licensed for 14 children was granted approval by Licensing Program Analyst during visit.
