What the inspector wrote

Licensing Program Analysts (LPA) Fermin Campos-Jaramillo, conducted an announced pre licensing inspection at the Facility. LPA met with Evelyn Weimer, Site Director, and explained the nature of today's inspection to her. The Applicants have applied for a license for 50 preschool children at 1664 Hilby Avenue, Seaside, CA 93955. This Center also holds a license #274417111 for infant care. A fire clearance approval has been received from the Seaside Fire Department prior to this inspection. The Facility will operate Monday through Friday from 7:30 AM to 5:30 PM, serving Preschool children ages 2 years to 5 years old. The Preschool center will be utilizing three classrooms: #8, #9, and #10. Facility sketches were provided to the Licensing Program prior to today's inspection. LPA toured and measured the indoor areas of the Facility. INDOOR MEASUREMENTS ARE AS FOLLOWS: Classrooms 8, 9, and 10 are located upstairs. Classroom 8: 25.750 x 22.166 + 8 x 12.333 = 669.430 square feet Classroom 9: 14.500 x 6.500 + 25.500 x 23.333 = 689.240 square feet Classroom 10: 46.500 x 25.750 + 8.083 x 4 = 1229.710 square feet Preschool Indoor Space for classrooms 8, 9, and 10 Total area = 2,588.380 sq. ft. divided 35 sq. ft. = 73 preschool children. OUTDOOR AREAS: Outdoor areas have been measured on 8/15/23 Total Yard = 4,147.575 TOTAL OUTDOOR SPACE = 4,147.575 sq. ft. divided 75 = 55 children ********Report dated 10/24/23 continues on page 2. Report dated 10/24/23 continues from page 1 LPA observed that the Center\342\200\231s playground areas have space for 55 preschool children and are surrounded by appropriate fencing. LPA observed that the playground will be shared with the Infant program. LPA observed sufficient outdoor supplies and equipment for the children. LPA observed play structures in the main playground are appropriate for the infant age program, secure with natural grass surfacing (resilient materials) underneath and surrounding the structures. There are not play structure for preschool age children. Shade is provided by a big tree and built in structures. Drinking water will be provided outdoors via thermos bottles and a water fountain. LPA did not observe any bodies of water during today's inspection. Transportation will not be provided by the Facility. This Facility does not plan to provide Incidental Medical Services \342\200\223 IMS at this time. For IMS information, see PIN 22-02-CCP . A Plan of Operation that includes IMS must be submitted to the Department. LPA advised Site Director that an IMS plan will need to be submitted to the Department if they elect to provide IMS services in the future. Copy of PIN 22-02-CCP provided to the Site Director during today's inspection. LPA reminded Site Director of the applicable civil penalties for those adults who have not received fingerprint clearances, are not associated to the facility, and who come in contact or provide care and supervision to the children. For an initial violation, civil penalty amounts to $100.00 per person per day up to $500.00 per person. For a subsequent violation within a 12 month period, civil penalty amounts to $100.00 per person up to $3000.00 per person. There are 5 sinks (75) and 4 toilets (60) available for the preschool children. There is hot water available in the children's sinks. LPA observed there were no soap dispensers and paper towels in the preschool bathrooms. There is one separate staff bathroom, located near to the office and at the back of classroom #6 and #7, that will be utilized by sick children if necessary. Sick children will be isolated in the office and isolation equipment will be provided. Potty training will be provided by the Facility. LPA observed no fireplaces or wall heater units in the Facility. All rooms have appropriate lighting, heating, and air conditioning. First aid kits are stored in each Classroom inaccessible to the children. The Facility has working smoke/carbon monoxide detectors. ******Report dated 10/24/23 continues on page 3. *********************Report dated 10/24/23 continues from page 2. There are 11 indoor tables, 8 chairs, 14 benches with capacity 6, 55 cubbies, and 55 cots available for the preschool children. Site Director stated that nap time will be offered. There is adequate equipment, supplies and toys for the children in the Facility. Drinking water will be provided indoors via water dispensers and disposable cups. LPA advised required water lead testing within 180 days of receiving license for Child Care Centers. There is a working telephone at the site. Site Director states that there are no firearms or weapons on the premises. The Facility will provide breakfast and snacks to the children. The center will not provide full meal for lunch and the children will be required to bring to the center their own lunches. LPA observed solid waste containers with tight-fitting lids throughout the Facility. Cleaning supplies are stored in a locked shed located by the left end of first floor and are inaccessible to children. Site Director state there are no poisons in the Facility. LPA observed rooms #8, #9, and #10 are still in the process of having walls painted completed, setting up the furniture and the soap and paper towels dispensers. Site Director has obtained the Criminal Record and Child Abuse Index clearances. Site Director has the required education and experience qualification requirements and valid Mandated Reporter Training & Pediatric First Aid/CPR Certifications. Proof of completion of and vaccination records for MMR, Tdap, and Influenza are on file. LPA reviewed with Site Director the LIC 311A, Records to be Maintained at the Facility (children\342\200\231s forms/records, facility forms/records, and information to be posted). Copy of form provided to Site Director during today's inspection. To improve the quality and value of the new inspection process, a survey will be sent to the email address provided.
