What the inspector wrote

Licensing Program Analyst (LPA), Joe Macias conducted an announced Prelicensing Inspection. LPA Macias was greeted and granted entrance by Licensee/ Applicant Evelyn Weimer. The center will operate Monday through Friday from 7:30 AM to 5:30 PM. Prior to today's inspection LPA Macias received two approved fire clearance (dated: 07/31/2023, 08/01/2023) from Seaside Fire Department. The center recently completed renovations/ construction on the first floor. The second floor is currently off limits to children as it is under renovation/ construction. LPA toured the facility both inside and out. The following indoor measurements were taken today: INFANT ROOMS: ROOM 1 22.333 x 25 = 558.325 - 127.712 encumbered space = 430.613 ROOM 2 20.333 x 16.250 = 330.411 ROOM 3 20.333 x 16.250 = 330.411 ROOM 4 2 0.333 x 16.250 = 330.411 ROOM 5 20.333 x 18.667 = 379.556 - 4.583 = 374.973 TOTAL INDOOR SPACE = 1,796.819 sq.ft. divided 35 = 51 children There is 5 sink (75) and 5 toilet/ potty chairs available for the infants. There are 30 cribs/ pack & play, 8 highchairs, 4 tables, 12 chairs, 30 cubbies, and 5 changing table available for children. There is a changing table within arms length of the sink in each classroom. The infant changing table has raised sides that are at least 3 inches in height. The infant changing table(s) has a vinyl changing pad that is at least 1 inch think and in good condition. Napping equipment is appropriate. The facility will provide bedding. Sick children are kept in the Director's office, a crib/ pack & play for resting is also provided. Sick children will be supervised by the Director. The Applicant has ordered additional supplies, and provided a copy of the purchase log. First aid supplies are stored in each classroom, and are inaccessible to children. Cleaning supplies are securely stored and inaccessible to children. LPA observed fully charged 2A10BC fire extinguisher, and working smoke/carbon monoxide detectors. The center will only administer emergency medication and will be stored in a lock box in the office. The center will provide breakfast and snacks for the children, and parents will provide lunch. There is separate preparation kitchen, equipped with oven, microwave, sink and refrigerator. There is a trash can with tight-fitting lid for the disposal of solid waste. Drinking water is provided indoor and outdoor via water dispenser, and cups. The facility has completed the required lead testing. The facility provides filtered drinking water for the children in care. LPA observed all furniture and equipment is in good condition and safe for the children. Room temperature is controlled by central heating/air conditioning. INFANT YARD: Total Infant Yard = 4,147.575 TOTAL OUTDOOR SPACE = 4,147.575 sq.ft. divided 75 = 55 children The yard is surrounded by appropriate fencing. Shade is provided by a large pergola. The infant outdoor space is separate from the perspective preschool outdoor space. No transportation is provided by the center. There is a working telephone in the office (831) 238-1390. LPA Macias discussed the requirements of AB 633 to the Licensee representative and provided her the fact sheet and a copy of Acknowledgement of Receipt of Licensing Reports (LIC 9224) and Applicant understands the requirements. Applicant Evelyn Weimer was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . LPA discussed the safe sleep regulations with Applicant Evelyn Weimer and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep , as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Applicant Evelyn Weimer was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. A notice of site visit was given to Applicant Evelyn Weimer and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Exit interview conducted and report was reviewed with the Applicant Evelyn Weimer . LPA Macias advised the Applicant that the license is pending management approval.
