On February 2, 2026, Licensing Program Analyst (LPA) Darnella Barnes conducted an unannounced annual inspection of the childcare facility. LPA explained the purpose of the visit to Licensee Farhana Azar who granted access and received the Entrance Checklist (LIC 126). Licensee, Staff Vanessa Suarez, and 10 children were present at the visit. The facility operated Monday through Friday 7:00am-5:30pm. Required postings were visible. Records show that the last fire and disaster drill took place on 12/12/25. LPA reminded the licensee of the six-month drill requirement and the need for proper documentation. LPA reviewed capacity and ratio rules, supervision requirements, mandated reporter duties, and the non-waivable rights of children. LPA toured the home. Off-limits include all of upstairs and one bedroom downstairs. Stairway is gated. The home was clean, well-ventilated, and furnished with safe, age-appropriate toys and equipment. A 3A-40-BC fire extinguisher was available. A functioning telephone was present. Smoke Detector and carbon monoxide tested and working. Hazardous items, including cleaning supplies, detergents, medications, and poisons, were stored out of children\342\200\231s reach. No dangerous conditions were observed. The licensee stated there were no firearms in the home, and smoking was prohibited. ----CONTINUED NEXT PAGES ----- Outdoor areas were inspected. Off-limit areas include both sides of house and detached garage. The backyard was enclosed with a five-foot fence. LPA reminded the licensee to notify Licensing before making changes to the home or yard. Licensee CPR/First Aid certification expires 1/09/28, Mandated reporter certification is expires 6/20/27. Staff Vanessa Suarez CPR/First Aid certification expires 1/8/28 and Mandated Reporter certification expires 1/17/28. Staff file complete with exception of missing TB clearance and therefore Citation B on attached LIC809D Five children\342\200\231s files were reviewed and were complete. Including LIC282 Affidavit Regarding Liability Insurance for Family Child Care and 15 minute sleep check. Licensee does not transport children. Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. ----CONTINUED NEXT PAGE ----- Incidental Medical Services (IMS) policy was discussed.
