What the inspector wrote

Licensing Program Analysts (LPAs), Cortney Nelson and Andrea Cortez, met with the Licensee, Krsteen Bebawy, to conduct capacity increase visit. Upon arrival, the Licensee had four (4) children (one infant, two preschool-age, one school age) and herself present, which is compliant with the home license capacity and ratio requirements. LPAs were advised by Krsteen that she is currently using the converted garage for the day care, which has been approved for use by the Marina Fire Department on 3/12/2024. LPAs reviewed copies of the permits for the garage to be renovated into a habitable space and observed it was converted from a garage to a junior ADU. Approval was signed off on 3/11/2024. All other areas inside of the home are currently off-limits to day care children. The renovated garage has a kitchen area and bathroom for children to use. There is a bedroom with a diaper changing table and napping mats/cots. There is a functioning smoke and carbon monoxide detector and a fully charged 3A40BC fire extinguisher. LPAs advised that wall heaters must be barricaded for children's safety and requested that photo is submitted once installed. LPAs reviewed large family child care home (FCCH) capacity requirements with Krsteen and provided a copy of 102416.5 Staffing Ratio and Capacity from California Code of Regulations. LPAs advised that there should never be more than four infants (children under two years of age) present at the FCCH. If no assistant is present, then the FCCH shall comply with the capacity requirements for a small FCCH. LPAs advised that an assistant shall be at least 14 years old and, if under the age of 18, shall never be left alone with day care children. Krsteen states that she does not transport children. Children attending the FCCH are provided snack, breakfast, and lunch by Krsteen and she states that she works with the Child and Adult Care Food Program (CACFP). LPAs advised Krsteen to maintain the facility roster (LIC9040) for all children enrolled and record when they no longer attend the FCCH. The facility roster must be maintained for three (3) years. LPAs provided copy of parents right posting (PUB394) and observed it was hung with the required postings. LPAs advised Krsteen of the required forms for assistants working in the home and advised that all forms shall be maintained at the FCCH for review by the Department during future visits. As a result of today's inspection, no deficiencies were cited. Exit interview conducted and the report was reviewed with the Licensee, Krsteen Bebawy. A NOTICE OF SITE VISIT WAS GIVEN AND MUST BE POSTED FOR 30 DAYS. LPAs advised that a license for a large FCCH will be issued pending manager review/approval and submission of the following: -Updated facility sketch (LIC999A) for inside of the home, removing areas inside of the main home that are indicated as on-limits. -Barricaded wall heater
