What the inspector wrote

On January 23, 2026, Licensing Program Analyst (LPA) Darnella Barnes conducted an unannounced annual inspection of the child care facility. LPA explained the purpose of the visit to Licensee Lucia Tovar-Pina who granted entry and received the Entrance Checklist (LIC 126) The facility operated Monday through Friday 7:30 am \342\200\223 5:00pm. Required postings were visible. Records showed the last fire and disaster drill took place on 10/22/25. LPA reminded the licensee of the six-month drill requirement and the need for proper documentation. At the visit, Licensee, Spouse Fernando Granados and nine children were present. LPA reviewed capacity and ratio rules, supervision requirements, mandated reporter duties, and the non-waivable rights of children. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. -----CONTINUED NEXT PAGES ----- LPA toured the home. Inside off-limits areas include 2 bedrooms and laundry room. The home was clean, well-ventilated, and furnished with safe, age-appropriate toys and equipment. A 2A-10-BC fire extinguisher was observed. Smoke and carbon monoxide detectors were tested and found to be working. A functioning telephone was also present. A fireplace was located in the living room and was observed with a protective screen covering it. Licensee's firearms were observed secured in a locked container. Ammunition was stored separately and was also locked. Hazardous items, including cleaning supplies, detergents, medications, and poisons, were stored out of children\342\200\231s reach. No dangerous conditions were observed. Licensee understands smoking was prohibited. Outdoor areas were inspected. Outdoor off limit areas included two locked storage sheds and the side of the home. The backyard was enclosed by a five foot fence. Licensee and Spouse\342\200\231s CPR/First Aid certification taken 2/1/25 and Mandated Reporter taken 8/3/25. Five children\342\200\231s files were reviewed and were complete, including LIC282 forms in each child\342\200\231s file. LPA reminded the licensee that if transportation is provided in the future, a valid driver\342\200\231s license is required, children may not be left unattended in vehicles, and proper car seats or booster seats must be used. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. -----CONTINUED NEXT PAGE ---- Incidental Medical Services (IMS) policy was discussed.
