What the inspector wrote
On 04/29/2026, Licensing Program Analyst (LPA) Martha Jimenez-Villanueva, met with Mihsna Galeana Magdaleno, applicant, to conduct and announced prelicensing (change of location) at 1233 Greenleaf Loop, Greenfield CA 93927. Applicant is currently licensed as a large Family Child Care Home (#274417835) at 1239 Greenleaf Loop, Greenfield CA 93927. No other adults or day care children were present in the home during today’s inspection. Per applicant adults residing in the home are herself, her daughter/assistant (A1) with two minor own children aged: 16 and 12-year-old.
Days and hours of operation will be Monday to Saturday from 5:00AM to 5:00PM. Applicant submitted proof of completion in Preventative Health and Safety Child Care Training including the Lead Poisoning Prevention on 02/11/2023. Applicant's Pediatric CPR/ First Aid certifications currents and will expire on 06/20/2026. Applicants’ Mandated Reporter was completed on 03/26/2025. Applicants’ immunization for measles, pertussis, flu (opt-out) and TB test is on file.
The applicant provided proof of control of property. Copy of Lease Agreement is on file. Because the applicant, rents/leases the home, proof of landlord notification is required. The LPA observed the Property Owner/Landlord Notification form (LIC9151) that the applicant confirms was provided to the property owner/landlord. The applicant obtained a signed Property Owner/Landlord Consent form (LIC 9149). Applicant understands that she cannot care of more than fourteen (14) children at any time and that the children cannot stay in the home for more than 24 hours.
The home received a Fire Inspection Clearance granted on April 20, 2026, by Greenfield Fire Protection District. No Fire pull station was required. The following areas are approved for childcare according to the Fire Inspection document: dining room, one bathroom and backyard. There are no special conditions. Licensee understands the on-limits and off-limits areas have been approved by the Fire District Authority and before making any changes to the use of the areas Licensee will notify the Licensing Program. Licensee does not carry insurance for child care at this moment, if this inspection is approved, she will obtain one.

LPA inspected indoor and outdoor areas of the home. LPA observed no stairs, no wall heater and blocked fireplace in the living room (off limits). LPA observed dining room is gated, child safety cabinet locks, door toddler and security door knobs in the kitchen and hallway doors and cabinets. Off-limit areas inside: one master bedroom with bath, tub, shower and walking closet, three bedrooms with closet, gated kitchen, laundry room and detached garage. Off limits outdoors: left side yard (gated), and front entrance. LPA observed the plants area is fenced. The outdoor children area has a canopy. The backyard is fenced and applicant will use it for outdoor activities with children in care.
The home is clean and orderly, including central heater and a/c system for safety & comfort for children in care. Applicant has a valid phone in the home. There are sufficient toys, supplies, and equipment for the day care children in the indoor and outdoor areas. Applicant understands that she must be present in the home at least 80% of the operating hours of the day care daily and ensure children are supervised at all times. LPA observed a fully charged fire extinguisher 3A40BC, working combo smoke/carbon monoxide (CO) detector. There are no bodies of water. Applicant stated there are no weapons/ammunition, no poisons. Applicant states she has two dogs, they are vaccinated and they will stay in the left side of the home in hours of operation.
Cleaning Products, toxic agents, medications, and sharp objects were inaccessible to children and are top kitchen cabinets and laundry room. LPA reminded applicant that smoking, baby walkers, and similar items are not allowed in Family Child Care Homes. Applicant stated that a child will be isolated on a chair near entrance door separated from other children, if necessary, due to illness or communicable disease. Applicant has a First Aid kit. Applicant does not plan on transporting children at this moment. Applicant understands cannot leave children left alone and unattended in parked vehicles.
Forms of discipline to be used by applicant: talking to their level and redirection. Applicant understands that children's personal rights should not be violated, including no corporal punishment. Isolation of sick children, supervision of children,
capacity options for a large license
, transportation of children, requirements for reporting suspected child abuse, unusual incidents/injuries, heat related illnesses, and requirements for assistant/substitute were also discussed. LPA discussed the requirements of Assembly Bill (AB) 633 with the applicant. LPA discussed "zero tolerance" related regulations with the applicant. LPA informed the applicant
that fire/disaster drills must be practiced at least once every 6 months and documented.

Roster Report was reviewed on 04/22/2026 indicating that all the adults residing in the home or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Applicant was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA reviewed with applicant, the LIC 311D, Forms/Records to Keep In Your Family Child Care Homes, children’s forms/records, facility forms/records, and information to be posted. Entrance Checklist was provided to the applicant.

On this date, 04/14/2026 the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.

site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California.
