What the inspector wrote

Licensing Program Analyst (LPA) Martha Jimenez-Villanueva made an unannounced Case Management Inspection in response to a request to increase the capacity. LPA met with Licensee, Joanna Caballero, and explained to her the purpose of today's visit. Also present in the home were licensee's adult assistant (her mother), licensee's father, and two (2) daycare infants. Licensee states that there are four (4) adults residing in the home: herself, her parents, and her brother. Fire clearance was granted on October 15, 2024, by City of Salinas Fire Prevention. Licensee states that the daycare is open Monday \342\200\223 Saturday Friday from 12:00AM to 11:59PM. Licensee understands that the children cannot stay in the home for more than 24 continue hours. Licensee has completed the Preventative Health and Safety Training including Nutrition and Lead Poisoning Prevention and a copy of the certification is on file. Licensee's CPR and First Aid certifications are current and expire on 07/15/2025. Licensee's Mandated Reporter Training was completed on 03/22/2023. LPA reminded licensee that Mandated Reporter Training for Child Care Providers shall be renewed by all staff every two years from completion date. Licensee was informed that if eventually a large license is granted, the maximum capacity is 14 and a qualified helper is required to be present whenever there are more than 8 children in care and ratio (age of the children) must be observed. Licensee understands that in absence of a qualified helper, her license capacity automatically returns to capacity 8 and ratio must be observed as well. Graphical material showing ratio for a large FCCH license was provided to the licensee. LPA inspected the indoor and outdoor areas of the home. LPA observed a fully charged 3A40BC fire extinguisher, functioning smoke and carbon monoxide detectors, gated stairs and blocked fireplace. Off limit areas inside the home are entire second floor: 1 master bedroom with bath, 3 bedrooms and 1 bath; on the first floor kitchen and attached garage. Licensee understands that the garage is not approved for childcare in accordance with the Fire Clearance document. Off limit areas outside the home: right side yard. LPA observed a dog in the right side, the right side is fenced and the licensee stated the dog is vaccinated. The backyard is fenced. Report Continues in 809-C page 2. Report 809-C page 2. Cleaning products, sharp objects, and other similar items are stored inaccessible to children. LPA observed sufficient toys, supplies, and equipment for the day care children. Licensee states that there are no weapons in the home. There were no bodies of water. A review of staff records on 10/30/2024 indicates that all Facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Licensee was reminded that all the adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. No deficiencies were cited today. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with Licensee, Joanna Caballero in Spanish. Licensee Joanna Caballero was informed that a Large Family Child Care Home license would be approved pending on the following: 1) Approval from a manager of the Licensing Program.
