What the inspector wrote

On 01/14/2026, Licensing Program Analyst (LPA) Pedro Solorio-Gutierrez met with licensee Joanna Caballero for an unannounced annual inspection. LPA explained the reason for the visit. Present were licensee, her mother, her brother and two daycare children \342\200\223 one preschool age, and one infant. During the visit one infant and one preschool age children got dropped. Days and hours of operation are Monday to Friday, 6:00am to 5:30pm and Saturdays from 6:00am to 4:30pm. The adults that reside in the home are licensee, her mother, her father, and her adult brother. A review of staff records on 01/08/2026 indicates that all Facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Licensee Joanna Caballero was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption prior to initial presence in a Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if the regulation is violated. LPA toured the indoor and outdoor areas during today's visit. LPA observed a barricaded fireplace and stairs barricaded. Off-limit indoors: entire second floor (master bedroom with bathroom, three bedrooms, and one bathroom), kitchen, and attached garage. LPA observed a fully charged 3A40BC fire extinguisher, working smoke detector, working carbon monoxide detector, fenced backyard, and no bodies of water. Off-limit outdoors: a locked storage and the right side yard that is fenced off which is where the dog stays. LPA verified an emergency exit is clear for use. Licensee states that there are no firearms/weapons in the home. There is one dog in the home and licensee states it is vaccinated. LPA observed licensee have a current CPR and First Aid certification expiring 02/21/2027 and completed Mandated Reporter training on 03/20/2025. LPA observed her mother have a current CPR and First Aid certification expiring 07/15/2027 and completed Mandated Reporter training on 09/12/2024. LPA observed a current roster of the children and a fire and disaster drill log which was last completed on 11/03/2025. LPA reviewed seven children's files and observed all forms are completed, children have current immunization records, and infants have their sleep logs. Licensee does have daycare insurance and LPA verified current policy. LPA discussed SB792 Immunization Requirements and observed licensee and her mother has immunization records on file. No IMS is administered by the facility. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Supervision of children was discussed with licensee and she understands that she must be present in the home during day care hours and ensure that the children are supervised at all times. Licensee understands her capacity options and she understands that she cannot have more than 14 children in the home at any time. Licensee understands if she transports children via vehicle, children cannot be left in parked vehicles unattended at any time. LPA discussed the safe sleep regulations with Licensee Joanna Caballero and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee Joanna Caballero of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee Joanna Caballero was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the LICENSEE JOANNA CABALLERO confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Exit interview conducted and report was reviewed with the licensee Joanna Caballero. Appeal rights was handed to the licensee. There were no deficiencies cited during the visit. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100.
