What the inspector wrote

Licensing Program Analyst (LPA), Jaime Gonzales conducted an unannounced capacity increase request for a large (12-14) family home day care and annual inspection. LPA met with Licensee, Jacqueline Fernandez and explained the purpose of today's visit. Present for this inspection were Licensee, 6 preschool age children. During the inspection the licensee's husband arrived and picked up the licensee's child for an appointment and at 11AM the licensee's assistant arrived at the facility. Licensee has been licensed as a small Family Child Care Home since 08/02/2024 which meets the one year minimum experience requirement to apply for the large Family Child Care Home License. Licensee carries day care insurance and it expires on 08/14/2026. LPA toured the indoor and outdoor areas of the home during today's visit. All required forms are posted near the front entrance. Licensee conducts fire/ disaster drills every 6 months and it was last conducted on 09/10/2025. Days and hours of operation are from Monday to Friday, 7:00 am to 5:00 p.m. During today's inspection, LPA obtained children's roster. The off-limit areas are the entire second floor, laundry area, detached garage, and left side yard when facing the home. LPA observed barricaded stairs inside the home. The home is clean and orderly, with heating/air conditioning, ventilation for safety and comfort. LPA observed a fully charged 2A10BC fire extinguisher, working smoke/carbon monoxide detectors and working telephone. LPA observed a water table in the outdoor play space that did not have a drain. LPA advised licensee to empty out if it rains prior to the children going outside. Licensee stated she takes the children to the park once a week and provides supervision. Cleaning products, disinfectants, sharp objects were stored and inaccessible to children. Furniture and equipment were observed to be age appropriate and in good condition. Per licensee, there are no firearms in the home. When children are sick they are isolated near the front door away from other children. Continued on Page 2... LPA reviewed 6 children files. The children record contains all required forms. Licensee has a valid CPR and First Aid, expires on 09/15/2026 Licensee completed Mandated Reporter training on 05/23/2024. LPA reviewed one assistant file and it contains all required forms. All cribs or play yards meet the safety standards. The cribs or play yards do not hinder entrance or exit to and from the space where infants are sleeping. The mattresses in the crib or play yards are firm and covered with a fitted sheet that is appropriate, fits tightly, and overlaps the underside of the mattresses. Each infant\342\200\231s bedding is used for them only and cleaned weekly or before use by another infant. There are no loose articles and objects, bumper guards or objects hanging above or attached to the side of the cribs or play yards. Licensee was reminded that each infant under 12 months of age must have an Individual Infant Sleeping Plan maintained in the file signed and dated by the infant\342\200\231s authorized representative, including the infant\342\200\231s sleeping position and documentation of 15-minute checks while sleeping. Forms of discipline to be used by Licensee are redirecting and talking with the child. Licensee understands that children's personal rights should not be violated, including but not limited to, no corporal punishment, children are treated with dignity, receive safe, healthful, and comfortable accommodations, interference with eating, intimidation, or other actions of a punitive nature. Also, discussed with the Licensee was isolation of sick children, supervision of children, staffing ratio and capacity, requirements for reporting suspected child abuse, unusual incidents/injuries, heat related illnesses, and requirements for assistant/substitute. A review of staff records indicates that all Facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Licensee was reminded that all the adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Licensee submitted required documents for an increase of capacity and is requesting approval for a Large Family Child Care Home with capacity for 14. Fire department clearance was obtained on 09/02/2025. LPA reviewed staffing and ratio regulations for a Large Family Child Care Home with Licensee. Licensee was advised that License for a Large Family Child Care Home will be approved pending on manager approval. No deficiencies are issued during today's inspection. Appeal rights were provided. Exit interview conducted and report was reviewed with the Licensee, Jacqueline Fernandez. A notice of site visit was given and must remain posted for 30 days.
