Inspector’s narrative

What the inspector wrote

Licensing Program Analysts (LPAs), Cortney Nelson and Ashley Lopez, met with Licensee, Blanca Estella Rocha , for an unannounced Required- 1 Year Inspection. LPA was granted access to the home by the Licensee and toured both indoors and outdoors during the inspection. Upon arrival, there were 2 children (1 preschool-age/ 1 infant) and the Licensee present, which is compliant with the home license capacity and ratio requirements. LPA observed all required postings near the entrance to the home and the hours of operation are Monday \342\200\223 Friday, 6:00AM-6:00PM . Licensee states that there are no additional adult s residing in the home. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. LPA's reviewed the facility roster (LIC9040) and fire/disaster drill log during todays inspection. The last fire/disaster drill was conducted on 1/6/2023, which is compliant with the six-month requirement for homes. LPA observed a fully charged 3A40BC fire extinguisher (last serviced: 7/2022), functioning smoke detector and carbon monoxide detector. Licensee states that she does not currently have any children in care who require Incidental Medical Services and does not administer medication at this time . T here are no weapons or firearms in the home. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual- Regulation Interpretations and Procedures for Family Child Care Homes, Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: http://www.ada.gov/childqanda.htm Indoor areas of the home were inspected and LPA's observed sufficient age-appropriate materials, toys, a nd play equipment in the home. Off-limits areas inside the home include: three (3) bedrooms, two (2) bathrooms, and attached garage. There is a fireplace in the living room that is barricaded and safe for the children. During today's inspection, LPA's advised the Licensee to remove droppings from a pet dog that was on the floor accessible to children in care. LPA's additional advised that kitchen area used to prepare food should be cleaned as it was observed with many items on the counters, food on the stove, and expired food in the kitchen. Drinking water is readily available for children via filtered water dispenser and plastic cups. The bathroom in the home is clean, sanitary, and operable. The Licensee has a working telephone. The backyard area of the ho me was inspected and LPA's observed sufficient play-equipment and supplies for the children. LPA's advised cleaning off large plastic toys that have visible dirt build up on them and emptying trash can that was observed to be overflowing. Any area utilized by children should be maintained in a clean and safe condition for the children. Off-limit areas outside of home include: areas beyond the fenced area for children and nearby over-hang garage . No outdoor bodies of water were observed during todays inspection. LPA discussed the sa fe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. Two (2) children\342\200\231s files and the Licensee's file were reviewed during todays inspection and all required documents were present . Nap check documentation was present for infant under two years of age. The Licensee has current CPR/First-Aid that expires 12/8/2024. and current Mandated Reporter Training that expires on 11/15/2023. LPA's reminded the Licensee that both trainings must be renewed every 2 years. Supervision of children was discussed with the Licensee and she understands that she must be home during day care hours and ensure that children are supervised at all times. The Licensee states that she does not transport any day care children. LPA reminded Licensee that children should not be left unattended in parked vehicles and that car seats shall only be used for transportation and shall not be used for sleeping. Exit interview conducted and report was reviewed with the Licensee, Blanca Estella Rocha. As a result of todays inspection, deficiencies were cited, see 809-D. A NOTICE OF SITE VISIT WAS GIVEN AND MUST REMAIN POSTED FOR 30 DAYS. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. LPA 's informed Blanca that this report dated, 2/2/2023 documents two Type A citations which shall be posted for 30 consecutive days as there are immediate risk to the health, safety, or personal rights of children in care. Also, LPA's informed the licensee to provide a copy of this licensing report dated 2/2/2023 that documents Type A citations to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.
