What the inspector wrote

At 9:20am on 4/30/2025, Licensing Program Analyst (LPA) Matthew Gallo met with licensee Whitney Wells for the purpose of both an unannounced annual inspection and to approve a change of capacity application. Upon arrival, LPA observed a total census of 6 children consisting of 2 infants and 4 preschool children. Licensee's adult brother was also present in the home during the inspection. Licensee guided LPA on a tour of the facility, and a health and safety inspection was conducted in all areas accessible to children. Off-limits areas include upstairs loft, upstairs bedroom, and master bedroom and bathroom . Licensee acknowledged that children must never enter these areas . LPA observed the required postings, a working phone, 2A10BC fire extinguisher, and functioning smoke and carbon monoxide detectors. Toxic and hazardous items are inaccessible to children. Per Licensee, there are no weapons in the home and LPA did not observe bodies of water on the property. Fireplace and stairways are barricaded to prevent access by children. Outdoor play space is fenced and licensee acknowledged that 100% supervision is required in any unfenced outdoor areas. Criminal record clearances were verified. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Report continues on 809-C LPA reviewed 6 children\342\200\231s files and observed them to be complete. A current roster is being maintained and fire and disaster drills are documented. Current CPR and First Aid certification was verified and expires 10/2025, and AB 1207 Mandated Reporter Training was verified for the Licensee and expires 3/2026. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Overall, LPA observed the home to be clean, safe, sanitary, and in good repair with appropriate toys for children. In the areas that were evaluated during today's inspection, the facility is in compliance with regulations. The licensee has been APPROVED to operate as a Large Family Child Care Home with a maximum capacity (when there is an assistant present) of 12 children with no more than four infants OR a capacity of 14 children no more than three Infants; one child must be in Transitional Kindergarten/Elementary School and one child must be at least six years old. If there is not an assistant present, the facility must revert to the ratio and capacity required by a Small Family Child Care Home license. Report continues on 809-C No deficiencies were cited during today\342\200\231s inspection. Exit interview conducted and report was reviewed with the licensee, Whitney Wells. During the exit interview, the licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
