What the inspector wrote

Licensing Program Analyst (LPA) R. Castanon conducted an unannounced case management visit and was assisted by Director Dee Dee Orel. Business Administrator Melissa Sizemore was also present during today\342\200\231s visit. The licensee is requesting an increase in capacity for preschool children ages 2-6 years old. Licensee requested to add \342\200\234New Room\342\200\235 (Dolphin Cove) for an additional 26 children (100 total). Hours of operation are Monday-Thursday 8:00am-3:00pm and Fridays 8:00am-12:00pm. Census was taken and there were 12 staff, and 65 children present during time of inspection. Appropriate ratios and supervision were observed. LPA was advised that there have been no changes to indoor and outdoor activity space in terms of square footage and storage. Based on report dated 05/18/2011, measurements for the total indoor activity space measured at 2,607 square feet and 6,470 square feet for the outdoor playground area. LPA continued to tour the facility and measured new additional indoor activity space. Total indoor activity space measured 659.88 square feet, which is not sufficient to accommodate the requested capacity but will allow 19 children (93 total). LPA observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via water fountains and children are encouraged to bring their own water bottles. LPA observed all hazardous items to be inaccessible to children. LPA observed an additional 3 sinks, 2 toilets and 1 urinal currently available for children\342\200\231s use. There are no bodies of water or weapons on the property. Fire clearance was granted on 11/14/2024 with the following special conditions: \342\200\234Approval to use one additional room previously known as Church Office. Converted to classroom with exit, fire alarm, sprinklers and fire extinguisher all ok.\342\200\235 The facility currently has a fully fenced playground area. Iron wrought fencing is at least four feet high. The total square footage for all the outdoor activity space is 6,470 square feet, which is insufficient for the number of children being requested and can only have 86 children at one time. A playground waiver to share the playground at different times in the AM and PM due to limited square footage shall be submitted and approved prior to licensure. Shade is provided via trees and canopies. (Continue to page 2) Page 2 There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a climbing structure on the playground for children ages 2-6 years old which is properly anchored. There is adequate cushioning in fall zones of climber provided by Pour & Play. Drinking water is available via water fountains and children\342\200\231s water bottles. LPA observed all hazardous items on the playground to be inaccessible to children. Director was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). Director was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. LPA reviewed the LIC 311A Records to Be Maintained at The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted with Director. Director was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout Califo rnia. Final review of application packet Director Dee Dee Orel understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied. Exit interview conducted and report was reviewed with the Director Dee Dee Orel. A notice of site visit was given to Director and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. End of Report
