What the inspector wrote

Licensing Program Analyst (LPAs), Dianna Valdez Santana and Patricia Duron conducted an unannounced Case Management visit for the purpose to discuss the Lead Sampling re-testing conducted on 10/27/2022. LPAs met with Director, Deanne Walkwitz, who was explained the reason for today\342\200\231s visit. LPAs observed 46 preschool children in care. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018 requires all licensed Child Care Centers (CCC\342\200\231s) constructed before January 1, 2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every five years after the date of the first test. Community Care Licensing was notified that lead water testing conducted at the facility on 10/27/2022 failed the allowable limit for lead. The Purpose of today\342\200\231s visit is to follow up lead re-testing results of Action Level Exceedances (ALE). Facility had a Plan of Correction and retested outlet F, which was re-flushed for three weeks (10/1/22-11/09/22). Director met with a water testing analyst consultant on 12/13/22 to discuss the second test failure, they will be adding an \342\200\234angle stop\342\200\235 to prevent water stagnation that is likely causing the elevated levels of lead. Facility will retest and flush once angle stop attachment is added to the new fixture. Director, will be requesting a POC extension via email. Facility staff was advised on 12/12/2022 that the Lead Sample Report was to be posted. LPAs observed the facility had posted the Lead Sample Report. Page 1 of 2 On 12/12/22 LPA spoke with Director, Deanne who stated that one outlet that had ALE over 5.0 had been made inaccessible to children for drinking via, sign posted stating \342\200\234FOR HANDWASHING AND CLEANING ONLY\342\200\235. Outlet F is a sink that had level of 6.4, found in the \342\200\234Room 112\342\200\235 sink that is not in use for drinking or cooking. The staff bring in water pitchers from the kitchen as an alternate water source, that \342\200\234PASSED\342\200\235 with no high exceedance of lead. No deficiency was observed in the areas that were inspected, in California Code of Regulations, Title 22, Division 12 at the time of the visit. Exit interview conducted with Director Deanne Walkwitz. The report was reviewed and discussed. Appeal Rights were discussed. Facility staff was provided copy of their appeal rights (LIC 9058) and their signature on this form acknowledges receipt of these rights. All appeals must be in writing and received the Regional Office within 15 business days. The staff was informed that the "Notice of Site Visit" must be posted for 30 consecutive days. The Notice of Site Visit must be posted on or adjacent to the door. Failure to post will result in Civil Penalties of $100.00. End of Report. Page 2 of 2
