What the inspector wrote

Licensing Program Analyst (LPA) Desai, Ketki conducted an unannounced Case Management Licensee initiated inspection for a change in capacity by adding additional one new preschool room# 4 A. Currently facility is licensed for 85 children (75 Preschool age children 2-5 years old in room # 1, 2, 3, 4, 5 and 6 with 10 Toddler option children ages 18 months to 36 months in one toddler room. Licensee is now requesting a change to the current Preschool capacity from 75 preschool age children to 80 preschool children ages (2-5) years old by adding new room # 4 A. While Toddler option capacity remains at 10 with an overall capacity of 90 children. Census : 56 children with 8 staff members LPA met with Facility Lead Teacher Ms. Reynolds, Shelby who gave a tour of the Preschool classrooms along with the new room and Toddler room at the above site. All areas identified on the Facility Sketch were inspected. Furniture and equipment were inspected for age appropriateness and good repair. Telephone service, heating, lighting and ventilation were evaluated. Storage for children's belongings and an isolation area with sink, toilet, were inspected . Availability of drinking water was reviewed. Age appropriate sinks and toilets were inspected for availability, good repair, water temperature, toilet paper, paper towels, area safety and sanitation. First Aid supplies are available. A review of medication policy, including administering, labeling, storage, and records were made, disaster drills, posting requirements, children records, mandated child abuse and injury/death reporting, and criminal records clearances/exemption transfer requests. On today's inspection, LPA measured all the classrooms including in the new classroom #4A including the Toddler room Total Indoor capacity for Preschool 2894'43 Sq Ft divided by 35 = 82'70 ( 83 children) in 7 classrooms : room # 1,2,3,4,5,6 and 4 A Total Indoor capacity Toddler room 339.5 Sq Ft divided by 35= 9'7 (10 Toddlers in assigned Toddler room) Facility has sufficient indoor capacity to accommodate the requested capacity of 90 children ( 80 Preschool with 10 Toddler option children) Total sinks and toilets : Sinks : 9 X 15 = 135 / Toilets : 9 X 15 = 135 ( 4 urinals included) Outdoor yard measurements : 6713' 50 divided by 75 = 89'51 ( 90 children) Facility has sufficient space to accommodate 90 children (80 Preschool age children with 10 Toddler option children) Each classrooms has a scheduled time to engage in outdoor activities at a time. Toddler option children are present by themselves during outdoor activities. Yard has age appropriate outdoor activity items. There is sufficient shade in the yard. Based on today\342\200\231s inspection and Indoor / Outdoor measurements, Sink and Toilet availability, facility has sufficient space only to accommodate the requested capacity of 90 children in the assigned eight rooms. 80 Preschool age children (2-5 years ) in Room # 1,2,3, 4, 5, 6 and 4 A with 10 Toddler option children in Toddler room. Administrator Ms. Leigh Ann Downie- Economy has provided the copy of the current CPR / First Aid training valid upto (07/28/22). (2) Fire clearance approval has been received from Orange county Fire Authority approving the requested capacity of 90 children. License shall be granted after the final approval by the management. 80 Preschool children (2-5 years old) in Room # 1, 2 , 3, 4 5, 6 and 4A with 10 Toddler option children (18 months to 36 months) in Toddler room. Total capacity (90 children) Monday to Friday 7:00 am to 6:00 PM) LPA reviewed the following at the time of Exit interview. Criminal Record Statement : Facility Representative (Ms. Reynolds, Shelby) was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Safe Sleep : LPA discussed the safe sleep regulations with Facility Representative (Ms. Reynolds, Shelby) discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
