What the inspector wrote

RP stated that the potty-training fee is part of the daycare policy and is provided in the parent handbook upon enrollment. A copy of the parent handbook was obtained and reviewed. The policy can be found on page nine of the handbook, titled La Palma Christian School Policies and Procedures. LPA Villa interviewed 4 parents, information obtained during parent interviews indicate that parents are happy with the care and supervision provided by the facility. Parents expressed their gratitude to the staff regarding their potty-training methods and policy. There were no disclosures from the parent interviews regarding children being sent home in soiled clothing. LPA Villa interviewed three staff on 08/20/21. All staff deny that children get sent home in soiled diapers. Information obtained during interviews indicate that children\342\200\231s diapers are checked every 45 minutes or when the diaper is soiled. Staff disclosures indicate that the children are potty trained and transitioned to the three and four-year-old classrooms after potty training is completed. \342\200\234The potty-training fee stops once the child does not have accidents for one to two weeks\342\200\235, as stated by staff. A picture of the receipt book was taken by LPA Villa on 08/20/21. The receipt book is used to communicate with the parents about their child\342\200\231s potty-training progress or completion. LPA Villa attempted to interview 5 children, two were non-verbal. There were no disclosures made during children interviews related to the complaint allegation. After evaluating all the information obtained during the investigation, 4 parent interviews, 3 children interview and 3 staff interviews, the preponderance of evidence was not met. Therefore, although the allegation may have happened or is valid, there is not a preponderance of evidence to prove the alleged violation did or did not occur, therefore the allegation is unsubstantiated. There were no citations issued during this investigation. An exit interview was conducted with Director Ms. Zsalene Lovetere. A notice of site visit was issued and posted; Licensee was advised failure to keep posted for 30 days will result in a $100.00 civil penalty fee. Appeal rights were issued and explained, licensee was informed that she has fifteen days to submit her appeal address to Regional Manager Manzanares at the Orange County Regional Office.
