On 10/22/2025, Licensing Program Analyst (LPA) Anna Chan conducted an unannounced Case Management visit. Upon arrival, LPA met with Director Cynthia Estep. LPA informed director of the purpose of visit. LPA was led on walk through of the facility by the staff and a census was taken. LPA observed 23 preschool children and 3 staff. Children were having outdoor activities when LPA arrived. This is to issue the correct civil penalty that was issued on 10/17/25. Correct civil penalty should be LIC421IM for Repeat Violation of the California Code of Regulations Section 101229(a)(1). “A previous licensing report was issued on 05/27/25 giving notice of the same violation. Because you have been cited for repeating the same violation within 12 months,” $1000 civil penalty shall be assessed until the violation is corrected. No deficiencies cited. Exit interview was conducted and report was reviewed with director Cynthia Estep. The Notice of Site Visit was posted and must be posted for 30 consecutive days. Appeal Rights were provided.
