What the inspector wrote

Licensing Program Analyst (LPA) Desai, Ketki conducted an unannounced Case Management Licensee initiated inspection at the above facility for the purpose of adding new Toddler option to the current Infant License. Currently facility is licensed for 48 infants (Birth to 2 years old) in the two assigned Infants rooms. Infant room # 1 & 2. Monday to Friday 7:30 am to 5:30 PM. Facility is now requesting to add the Toddler option with a capacity of 12 (18 months \342\200\223 36 months) in Infant room # 2 while decreasing the Infant capacity to 36. Facility Acting Director Ms. Santacruz, Rochelle gave a tour of the facility including new Toddler classroom, and the toddler play yard. Per the new Application received facility shall serve 36 Infants: 12 months to 24 months and 12 Toddlers (18 -36 months) Operating hours for this program will be Monday to Friday 7:30 AM to 5:30 PM (full day session) The following was observed in new Toddler room \302\267 Age appropriate furniture and equipment\342\200\231s \302\267 Educations items (Learning and tactile activity items) \302\267 Arts and Crafts activities. \302\267 Room is well lighted with ventilation. \302\267 Drinking water is available through filtered water pitchers and personal water bottles \302\267 AM/PM snack is offered, and Lunch is brought from home, and these containers are labelled by the parents and stored in their individual cubbies. (1) \302\267 Manual sign in and out \302\267 CDC Guidelines are being followed. \302\267 Toddler classroom has a changing table with a sink within the arm\342\200\231s reach \302\267 The baby toilets are inside the classroom with storage cubbies and communal sinks \302\267 Toddlers have the access to the play yard from the classroom. \302\267 Toddlers shall nap on mats, lines are brought from home and Facility has additional linens if needed. On today\342\200\231s inspection new Toddler room was measured . Total indoor activity space: 952.07 divided by 35 = 27.20 ( 27 toddlers) Facility has requested to add 12 Toddlers in the new room. Total sinks: 6 X 15 = 90 children / Total toilets: 2 X 15= 30 children There is one communal sink with three taps and several other sinks inside the room. Outdoor space : Facility has a designated Toddler yard, it is accessed from the classroom Toddler yard has a surrounding fence with concrete flooring, along the edge which is used as bike area, there is also a chicken coup along with goats as pets used for Pet therapy. Age appropriate outdoor toys are arranged under the shade with sand used as a cushioning material to absorb the falls Outdoor area : 13054.00 Sq ft divided by 75 = 175.05 ( 174 children) Facility has sufficient space to accommodate 12 toddlers in the assigned Toddler room . Infant Facility is also decreasing the Infant capacity from 48 to 36 children. Room # 1 will now be the only Infant room assigned, It has a napping area for infants who need to be in the cribs. Facility serves Infants ages 12 months to 24 months in this room. There is a changing table with sink with in arm's reach along with several sinks in the classroom. Room has age appropriate toys and additional activities. Older infants nap on the mats and linens are brought from home. All Infant needs are provided by the parents. (2) Total Indoor space (Infants) : Total indoor space: 1058.35 divided by 35 = 30.24 Infants Based on the Indoor measurements, Facility doesn't have sufficient space to accommodate the requested capacity of 36 Infants. The Infant room # 1 can accommodate only 30 Infants. Total sinks 4 X 15 = 60 . Outdoor Infant yard : 5107'22 divided by 75 = 68.10 ( 68 infants) Infant yard is accessible from the classroom itself. It is completely fenced with surrounding fence and shaded area for the Infants. Age appropriate toys and activities are arranged for the Infants. After a tour of the center, no deficiency was observed. Facility Acting Director is current on the required Pediatric CPR/First Training: Valid up to 08/11/2023. LPA provided Guardian Information and website info: https://www.cdss.ca.gov/inforesources/cdss-programs/community-care-licensing/caregiver-background-check/guardian Facility has access to the Guardian system. Fire clearance has been granted by City of Costa Mesa Fire Prevention office . Based on today\342\200\231s room measurements/ Outdoor space with sinks and toilets: Facility has sufficient space to accommodate the capacity of 30 Infants ( 12 months to 24 months in Infant room # 1 with with 12 Toddlers (18 months to 36 months) in the new Toddler room. Operating hours: Monday to Friday 7:30 am to 5:30 PM. Following was discussed at the Exit Interview (3) Criminal Record Statement : Facility Representative (Ms.Santacruz, Rochelle) was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Safe Sleep : LPA discussed the safe sleep regulations with Facility Representative (Ms. Santacruz, Rochelle) discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed [Facility Representative Ms. Santacruz, Rochelle }of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services : This facility provides Incidental Medical services. IMS. For IMS information, see PIN 22-02-CCP . Notice of Site Visit Notice of Site Visit was posted. Director was informed that the Notice of Site Visit must be posted for 30 consecutive days. Failure to post it will result in civil penalties of $100. Appeal rights presented to the Director.
