What the inspector wrote

Licensing Program Analyst (LPA) Desai, Ketki conducted an on site inspection for the purpose of a 1 year Inspection and a Change in capacity as facility has requested an addition of a new Preschool room. LPA and the facility representative toured the facility inside and outside, and the floor and yard plan (LIC 999) were verified. Census was taken in individual classrooms. The overall census observed was 29 Preschool age children with 18 Toddlers option children with 9 staff ( 5 in toddler room and 4 in Preschool room). Facility has Toddler option with Preschool license. Toddler room and yard is separate from Preschool classrooms. Age appropriate furniture and equipment's were observed in this room. During the inspection it was determined the facility is operating within its licensed capacity and within compliance of staff to child ratios. Facility hours are 7.00 am.- 6 p m., Monday through Friday. A review of the Facility Personnel Report Summary on this date indicates all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. During the inspection of the indoor activity space, items which could pose a danger to children (detergents, cleaning compounds, and medications) were observed to be stored out of the reach of children. Poisons/Hazardous Items are not kept on the premises. Children bring in their own lunch and snacks. Additional snacks are available in the facility. Floors, equipment, and furniture were clean and observed to be in good repair and free of sharp edges. There is drinking water available to children indoors. The children's bathrooms are clean and sanitary. Children nap on cots, bedding is stored individually and is taken home weekly to be washed by parents. The facility has conducted an emergency drill within the past six months and keeps documentation of drills. The facility has at least one working smoke detector, one working carbon monoxide detector and at least one functioning fire extinguisher. Facility meets all posting requirements. The outdoor activity space was inspected for compliance. The playground is enclosed by a fence at least four feet in height and is in good repair. Toddler yard is separate from the preschool yard. There is sufficient shade in each yard. (1) The surface of the outdoor activity space is maintained and free of hazards. The cushioning material around outdoor play equipment and other similar equipment appeared to be enough to absorbs falls. Drinking water in the outdoor activity space is provided. The outdoor equipment and toys are in good repair and free of sharp edges. There are no bodies of water present at the facility. The inspected outdoor facility grounds are safe, sanitary and in good repair. Staff files were reviewed for staff present during the facility inspection on this date. On today's inspection, facility is adding a new classroom to the Preschool program. All the four rooms and yards were measured today. Currently facility is licensed for 69 preschool age children with 24 Toddler option children in the three classroom, with a total capacity of 83 children. Now facility is adding one more classroom to the preschool program increasing the capacity to 85 Preschool age children with 24 Toddler option children, with a total capacity of 109 children in the four classrooms ( 3 Preschool rooms and one toddler room) New classroom was observed to have the following · Classroom are adequately equipped with age and size appropriate furniture and equipment · Drinking water is available inside through water pitchers with disposable cups and water fountain · Sign in/Sign out procedure was reviewed and meets regulation requirements (Electronic sign in and out) · There is a working smoke detector, carbon monoxide detector and fire extinguisher that meet statutory requirements, including Sprinkler system. · Cubbies available for storage of individual child’s personal belongings and/or bedding · Napping equipment: Cots are used and are stored at the end of the classroom, napping linens are provided by the facility and blankets are brought from home. There are two toilets and two sinks in the classroom for the preschool children. Indoor activity space for Preschool: 3251'69 sq ft divided by 35 = 92'91 ( 93 children) Facility has requested 85 preschool age children. Outdoor space : Preschool has two designated yards , they are completely fenced, with age appropriate (2) climbing structures. Outdoor yards were measured on today's inspection Outdoor activity space: 4087'39 divided by 75 = 54.50 (55 children) Facility does not sufficient space to accommodate the requested capacity of 85 children. Facility Representative shall submit a Waiver request with a staggered schedule to accommodate the requested capacity of 85 children in the thee preschool rooms. Total sinks and toilets in preschool room Sinks: 6 X 15 = 90 / Toilets : 7 x 15 105. Toddler option classroom was measured today Indoor activity space: 1201 divided by 35 = 34.31 ( 34 Toddlers) Outdoor Toddler yard; Facility has a separate Toddler yard outdoor measurements: 1831'48 divided by 75 = 24'42 (24 children) Total sinks and toilets: facility has two designated baby toilets and sinks for the toddler option program toilets are accessed from the classroom. Additional potty chair is available for toddlers Sinks : 2 x15 = 30 and Toilets 2 x 15 = 30 Based on the indoor and outdoor measurements, sink and toilet availability, facility has enough space to accommodate 85 Preschool age children (2-6 years old) in three assigned rooms and 24 Toddler option children (18-36 months ) in the one classroom. Total capacity of 109 children. Facility shall request an outdoor Waiver to accommodate 69 preschool age children. . Fire clearance received from Orange County Fire Authority have approved the requested capacity. Facility Administrator is current on the required Immunization/ Pediatric CPR/ First training valid through 8/2023 and have provided the completion certificate for the Preventive Health training (Nutrition and Lead component and Mandated Reporter training certificate (3) Criminal Record Statement: Facility Representative Ms. Kelly, Antonia was was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Safe Sleep : LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed [applicant, licensee, or facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. A new license with a total capacity of 109 children 85 Preschool age children (2-6 years old) in Preschool room # 1, 2 and 3 with 24 Toddler option children (18-36 months ) in 1 toddler room. Exit interview conducted with the Facility Representative Ms. Kelly, Antonio No deficiencies were cited on today's inspection.
