What the inspector wrote

On 3/25/2025, an Annual Random inspection was conducted at the facility by Licensing Program Analysts (LPA)Silva and K. Navar. LPA observed licensee Loretta Sanchez-Salas caring for five children, including one infant. Licensee was operating within the licensed capacity as specified on license. A review of the Facility Personnel Report Summary on this date indicates all facility residents, staff, or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Facility Day care hours are 6am-6:00pm, Monday through Friday. During today\342\200\231s inspection, LPA and licensee toured the inside and outside areas identified in the facility sketch as accessible to childcare children. Off limits areas are made inaccessible by means of door locks and baby gates. The home has age-appropriate toys for the ages served. During today\342\200\231s inspection the LPAs observed screen cleaner, Awesome degreaser, paint, and Robitussin accessible to children. The screen cleaner was in the family room at a height of about 3 feet. The family room was accessible to children. The Awsome and paint were under the kitchen sink, which was accessible to children (no locks). The Robitussin was on the kitchen counter, which was accessible to school age daycare children. LPA verified there is a working telephone service (cellular service), licensee was reminded that childcare phone needs to remain the in the childcare at all times. Licensee stated they don\342\200\231t use the back patio/yard for outdoor play but at the time of inspection the backyard was accessible to children present. There was a hot tub in the backyard. The hot tub was covered with a hard cover, and locked in place. The licensee demonstrated the cover is strong enough to support the full weight of an adult by climbing on it and placing her body weight on the cover. There are working carbon monoxide, smoke detector, and fire extinguisher in the home that meet statutory and State Fire Marshall standards. There were no poisons observed which could pose a danger to children. Licensee stated there are no firearms and/or other dangerous weapons in the facility and none were observed during today's inspection. There is a fireplace in the living room covered by a TV. The licensee was issued a Technical Violation to advise that the fire place must be screened. The licensee has not completed a drill since 3/30/25. The licensee stated she has not had any children present. The licensee did not have a roster of children up to date. Children\342\200\231s records for children present during LPA\342\200\231s inspection were reviewed. There were five children present. Only one child had a child\342\200\231s file. The rest of the children did not have any documents in file or there were no files for the children present. The licensee was advised to create files for the children to include the emergency information card that contains all the information specified by regulation (LIC 700), Immunization records, Affidavit Regarding Liability Insurance (LIC282), Consent for Emergency Medical Treatment (LIC627), Notification of Parent\342\200\231s Rights (LIC995A). Licensee stated, there is 1 infants under 24 months enrolled in the childcare. The licensee stated she did not conduct the 15-minute checks. There were loose articles in the play pen. The licensee removed them during the visit. The licensee did NOT have proof of Pediatric CPR/First Aid certification. Beginning September 1, 2016, Health and Safety (H&S) pertussis, measles, and influenza immunizations are required. Beginning March 31, 2018, H&S Code 1596.8662 requires all licensed providers and employees to complete mandated reporting training, and to renew the training every two years. Expires 4/28/25. Incidental Medical Services (IMS) policy was discussed. Licensee stated she does not give medication to children in care. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Children are not to be left alone in parked vehicles. When the licensee is temporarily absent from the facility, arrangements must be made for a qualified substitute adult to care and supervise children while absent. The substitute adult must have the required criminal record, child abuse index clearances, immunizations, Pediatric CPR/First Aid, and mandated reporter training. Licensee was advised to register through childcareadvocatesprogram@dss.ca.gov in order to receive quarterly updates. Licensee was advised of their responsibility to review the Provider Information Notices (PIN) found on the CCLD website. A copy of the California Department of Social Services Lead Information Brochure was explained and provided to the licensee. LPA\342\200\231s discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee [facility representative] of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. Based on LPAs observations, record reviews and interviews the following violation are being cited in accordance with California Code of Regulations, Title 22: Operation of A Family Child Care Home 102417(g)(4) and 102417(g)(9)(A), Infant Safe Sleep 102425(b) and 102425(j)(1), and Child's Records 102421(a). Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Exit interview conducted and report was reviewed with the licensee Loretta, Sanchez-Salas. A notice of site visit was given and must remain posted for 30 days. End of Report.

The LPAs observed a playpen with loose articles inside. The licensee stated the children were playing with the articles and they thre them inside the playpen.
