On 10/17/2025, Licensing Program Analyst (LPA) Carreiro, conducted an onsite inspection for the purpose of an Annual/Randon Inspection. LPA was led on a tour by licensee JONES, VIRGINIA. The overall census observed was 3 infants, 1 preschool child, and 2 staff members. During the inspection, it was determined the facility is operating within its licensed capacity as specified on the license. Facility hours are Monday-Friday 7:30am-4:30pm. The Facility Personnel Report Summary reviewed on this date indicates all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. During today\342\200\231s inspection, LPA and licensee toured the inside and outside of the facility. Off limits areas are made inaccessible by means of door child gate. There is a baby gate in front of the stairs for the second floor of the house. There is a fireplace in the family room and it is inaccessible to children in care. The childcare area consists of living room, family room, dining room, kitchen, one bedroom. Continue to page 2 Page 2 There were working carbon monoxide, smoke detector, and fire extinguishers in the home that meet statutory requirements. Detergents, cleaning compounds, medicines, and other items which could pose a danger if readily available to children were stored inaccessible to children. There were no poisons or other items observed which could pose a danger to children. If they were observed, they were locked or inaccessible. Food is prepared on site; lunch and snacks are provided. Food prep areas were clean and sanitary. Food is properly stored. Floors, equipment, and furniture were clean and observed to be in good repair and free of sharp edges. The children's bathroom is clean and sanitary. Children nap on mats and cribs, bedding is stored individually and is washed by licensee weekly. The facility has conducted an emergency drill within the past six months and keeps documentation of drills. The most recent drill was conducted on 9/24/2025. Licensee stated there are no firearms and/or other dangerous weapons in the facility and none were observed during today's inspection. The home had age-appropriate toys for the ages served. LPA verified there is a working telephone service (cellular service). Licensee stated that there is a water fountain in the front yard next to the front door. The water fountain is covered and licensee stated that the front yard is not part of the daycare. Licensee and assistant\342\200\231s files were reviewed during the facility inspection on this date. Beginning September 1, 2016, Health and Safety (H&S) 1597.622 states, a person shall not be employed or volunteer at a family childcare home if he or she has not been immunized against influenza, pertussis, and measles. Proof of immunization against influenza, pertussis, and measles for licensee/assistant were reviewed and within compliance. Beginning March 31, 2018, H&S Code 1596.8662 requires all licensed providers and employees to complete mandated reporting training and to renew the training every two years. Licensee/assistant possesses current EMSA approved Pediatric CPR/First Aid certifications, which expires 2/27. Five (5) Children's records were reviewed, and there was a separate, complete, and current record. LPA observed 3 infants from 0-24 months. LPA observed and reviewed LIC 9227 Individual Infant Sleeping Plan and Sleep Log for infants from 0-24 months in children\342\200\231s files. In the areas reviewed, the children\342\200\231s files were found to be in full compliance. Continue to page 3 Page 3 The outdoor activity space was inspected for compliance. The space was enclosed by a fence at least five feet in height. The surface of the outdoor activity space was maintained and free of hazards. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The licensee understands they must be present in the facility and must ensure children in care are always supervised. Children are not to be left alone in parked vehicles. When the licensee is temporarily absent from the facility, arrangements must be made for a qualified substitute adult to care for and supervise children while absent. The substitute adult must have the required criminal record clearance, child abuse index clearance, immunizations, Pediatric CPR/First Aid, and mandated reporter training. Licensee was advised to register through childcareadvocatesprogram@dss.ca.gov in order to receive quarterly updates. Licensee was advised of their responsibility to review the Provider Information Notices (PIN) found on the CCLD website. A copy of the California Department of Social Services Lead Information Brochure was explained and provided to the licensee. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Continue to page 4 Page 4 In the areas that were evaluated, no deficiencies were observed of the California Code of Regulations, Title 22, Division 12 at the time of the visit. During the exit interview, the LICENSEE JONES, VIRGINIA, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
