What the inspector wrote

On 4/23/2025, an Annual Random inspection was conducted at the facility by Licensing Program Analyst (LPA) K. Navar. LPA observed licensee Monica, Alsobrook and one (1) assistant caring for 6 children, including 3 infant. Licensee was operating within the licensed capacity as specified on license. A review of the Facility Personnel Report Summary on this date indicates all facility residents, staff, or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Facility Day care hours are 8:00am-5:00pm, Monday through Friday. During today\342\200\231s inspection, LPA and licensee toured the inside and outside areas identified in the facility sketch as accessible to childcare children. Licensee stated that the main room for children is the playroom. LPA observed children napping/resting on mats and 1 in a pack n play. Off limits areas are made inaccessible by means of door locks and baby gates. The home has age-appropriate toys for the ages served. LPA verified there is a working telephone service (cellular service), licensee was reminded that childcare phone needs to always remain the in the childcare. LPA observed the back yard with licensee to have age-appropriate toys, climbing structure, and chicken coupe w/chickens. Licensee stated there is no pool at the facility. Continue to page 2. Page 2 There are working carbon monoxide, smoke detector, and fire extinguisher in the home that meet statutory and State Fire Marshall standards. There were no poisons observed which could pose a danger to children. Licensee stated there are firearms and/or other dangerous weapons in the day-care home. There is a fireplace in the living room covered with a screen. The licensee has completed a drill since 3/26/25. The licensee had a roster of children up to date. 5 children\342\200\231s records for children present during LPA\342\200\231s inspection were reviewed. There was a separate and complete file for files reviewed. Files contained emergency information card that contains all the information specified by regulation (LIC 700), Immunization records, Affidavit Regarding Liability Insurance (LIC282), Consent for Emergency Medical Treatment (LIC627), Notification of Parent\342\200\231s Rights (LIC995A). Licensee stated, there is three (3) infants under 24 months present in the childcare. The licensee stated she has conducted the 15-minute checks and LPA reviewed 15-minute sleep checks. The licensee and assistant had complete files. Licensee had proof of Pediatric CPR/First Aide that expired 3/2026. Beginning September 1, 2016, Health and Safety (H&S) pertussis, measles, and influenza immunizations are required. Beginning March 31, 2018, H&S Code 1596.8662 requires all licensed providers and employees to complete mandated reporting training, and to renew the training every two years. Incidental Medical Services (IMS) policy was discussed. Licensee stated there are no children in care. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Children are not to be left alone in parked vehicles. When the licensee is temporarily absent from the facility, arrangements must be made for a qualified substitute adult to care and supervise children while absent. The substitute adult must have the required criminal record, child abuse index clearances, immunizations, Pediatric CPR/First Aid, and mandated reporter training. Continue to page 3. Licensee was advised to register through childcareadvocatesprogram@dss.ca.gov in order to receive quarterly updates. Licensee was advised of their responsibility to review the Provider Information Notices (PIN) found on the CCLD website. LPA\342\200\231s discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
