Page 1 of 3 On May 02, 2025, Licensing Program Analysts (LPAs), Dean Thompson and Mahnaz (Nancy) Malek conducted an inspection of this facility for the purpose of decreasing the preschool capacity. LPAs met with the director, Michelle Harmon. LPAs took census. There were 107 preschool children with 21 staff on the outdoor space. The facility is currently licensed to serve 120 Children Ages 2- 6 years of age. Monday - Friday, 7:00 am-5:00 pm in rooms A1-1, A1-2, A1-3, A1-4, B1-1, B1-2, B1-3, B1-4, C202 (Black Box Theatre), Green Family Commons(D121), Little Field, and Gymnasium. The facility has requested to temporarily decrease their preschool capacity from 120 preschool children to 80 preschool children in rooms C114, C115, C116, C117, and C118 starting June 30, 2025 through August 15, 2025. According to the director the preschool will locate to a new building located at the same address after August 15, 2025. Director is aware a new application will need to be submitted, a new fire clearance will need to be granted, and an inspection will need to be completed prior to moving into the new building. The facility has requested to provide care and supervision to ages 2 to 6 years old and the operation hours to be from Monday to Friday from 8:00 am to 4:00 pm. A review of the Facility Personnel Report Summary on this date indicates all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Continued on page 2 Page 2 of 3 All indoor and outdoor activity space utilized for the children was inspected today. There is an operational carbon monoxide detector on site. Director stated carbon monoxide detectors will be moved to the temporary locations. All required licensing documents were observed posted in the front entrance. Parents sign in and sign out on paper. LPAs measured five classrooms (C114, C115, C116, C117, and C118). Total indoor activity space measured at 3641.40 Square feet, which is sufficient to accommodate the requested overall capacity of 80 preschool children. LPAs observed age-appropriate furniture and equipment, including tables, chairs, cubbies, and cots that will be moved to the temporary locations. LPAs observed all hazardous items to be inaccessible to children. LPAs observed a total of five sinks (three sinks in girls bathroom, two sink in the boys bathroom), seven toilets in girls bathroom, four toilets and two urinals in boys bathroom available for children\342\200\231s use. A changing table will be located inside the girls bathroom. These are sufficient to accommodate a capacity of 75 children. There is a separate restroom equipped with a toilet and a sink for staff. The isolation area for children who are ill will be in the Director's office (C113). Room C113 is the temporary office and will not be counted into the square footage. Facility provides morning, afternoon snack and lunch to children. Menu is posted. The outdoor space for preschool children were inspected. The outdoor space for preschool children measured at 7705.40 square feet which accommodates the requested capacity of 80 preschool children. The playground is fully fenced. The surface on the playground is artificial grass. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPAs verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP on 04/17/2023. There is no lead exceedance on the facility lead report. The facility representative, Michelle Harmon was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Continued on page 4 Page 4 of 4 In the areas that were evaluated, no deficiencies were observed of the California Code of Regulations, Title 22, Division 12 at this inspection date. Fire clearance has been granted for the requested capacity of 80 preschool children on March 31, 2025. Based on today's measurement of indoor/outdoor, and number of sinks and toilets, the facility meets the requirements for the capacity of 75 preschool children (limited factor is the number of sinks which will be sufficient for 75 children). The facility will be granted the decreasing capacity of 75 children after final review and approval of the management. A notice of site visit was given to Michelle Harmon and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
