Inspector’s narrative

What the inspector wrote

Licensing Program Analyst (LPA) Tran conducted an onsite inspection for the purpose of an Annual Inspection. LPA and the facility representative toured the facility inside and outside, and the floor and yard plan (LIC 999) were verified. Census was taken in individual classrooms. The overall census observed was 13 including 6 school-age children and 7 preschool children. Upon arrival at the facility at 8:30am, LPA observed the school-age children and the preschool children were commingling on the facility playground. This is a violation of the waiver's conditions. LPA interviewed 3 staff who were present on site and the staff members confirmed that during the summer, the preschool and the school age children were commingling. LPA explained the condition of the waiver and the regulation to the staff and they kept the school-age children and the preschool children separated in different classrooms . During the inspection it was determined the facility is operating within its licensed capacity and within compliance of staff to child ratios, however the facility did not comply with the conditions of the waiver. Facility hours are 6:30a.m.-6p.m., Monday through Friday. A review of the Facility Personnel Report Summary on this date 08/03/2023 indicates all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Director was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
