What the inspector wrote

Page 2 Reporting Party (RP) stated that Staff #8 (S8) treats children rudely and does not explain their actions to children. RP also indicated that child #1 (C1) had to sleep on the floor without a mat or cot. During the investigation, LPA conducted interviews with the reporting party, staff, and parents. LPA did not interview children due to age, limited vocabulary and did not qualify for interview. RP stated that in February they sent a message through ProCare stating they forgot C's blanket and that S8 stated they do not provide blankets and if C1 does not have a blanket they should not be at school. RP party stated they then received a message stating C1 was asleep on the floor and that they would need to come and bring bedding. RP did not have the message on record to review. RP stated that they were not in the classroom at nap time to witness the C1 on the floor or to identify what staff were present in the classroom. RP then stated that while dropping C1 off, they witnessed a child hand S8 a toy and S8 asked staff #5 (S5) if the toy belonged to C1 or to the home center. S5 stated the home center, S8 then threw the toy in the trash without talking to the child. LPA interviewed staff on 3/27/2024. Staff 1-8 (S1- S8) stated the policy for the parents regarding nap time is for them to bring clean sheets on Monday and take them home on Fridays to be washed. S1-S8 stated that if they forget to bring bedding, they will call the parent to bring bedding before nap time and if they cannot make it, the school will provide the child with an extra bed sheet. S1-S8 stated they have never witnessed a child sleeping on the floor. LPA observed the facility\342\200\231s extra linen stored in the classrooms. LPA interviewed staff on 3/27/2024. S1-S8 stated the policy for dirty or broken toys is to try to fix the toy and if not fixable to throw the toy in the trash. S1-S7 stated that they will talk to the child or try to replace the toy with another toy. S2 stated that she talks to director before throwing a toy in the trash. On 3/27/2024, LPA conducted parent interviews. LPA called 8 parents and 6 of the parents called were able to be interviewed. Parents interviewed did not divulge any information pertaining to the allegations. Based on LPA observation, interviews with reporting party, staff, and parents, there was not enough evidence to substantiate the allegation (1) Staff did not treat day-care child with dignity (2) Staff did not provide day-care child with napping equipment. Although the allegations may have happened or are valid, there is not enough preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are UNSUBSTANTIATED. Page 3 In the areas that were evaluated, no deficiencies were observed of the California Code of Regulations, Title 22, Division 12 at the time of the visit. Exit interview conducted and report was reviewed with Director Melinda Frizzell. Notice of Site Visit was provided to Director Melinda Frizzell and posted on the door. The notice of site visit must be posted for 30 consecutive days. Failure to post will result in civil penalties of $100. The licensee was provided a copy of their appeal right (LIC 9058 1/16) and their signature on this form acknowledges receipt of these rights. Exit interview was conducted.
