What the inspector wrote

Page 1 of 3 On April 17, 2025, Licensing Program Analysts (LPA), Mahnaz (Nancy) Malek conducted and inspection of this facility for the purpose of decreasing the preschool capacity. LPA met with the director, Shannon Valdez. LPA took census. There were 12 preschool children with 2 staff in one classroom, and 9 children with one staff in the 2 year old room. The facility is currently licensed for 89 preschool children in 3 classrooms. The facility has requested to decrease their preschool capacity from 89 preschool children to 72 preschool children by removing the 2 year old room from their program. The facility has requested to provide care and supervision to ages 2 to 6 years old and the operation hours to be from Monday to Friday from 6:30 am to 6:30 pm and one Friday a month until 10:00 pm. A review of the Facility Personnel Report Summary on this date indicates all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. All indoor and outdoor activity space utilized for the children was inspected today. There is an operational carbon monoxide detector on site. All required licensing documents were observed posted in the front entrance. Parents sign in and out their children electronically. LPA measured the two classrooms. (Three's classroom, and Four's classroom).Total indoor activity space measured at 2836 Square feet, which is sufficient to accommodate the requested overall capacity of 72 preschool children. LPA viewed age-appropriate furniture and equipment, including tables, chairs, cubbies, and cots in Continued on page 2 Page 2 of 3 these two classrooms. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. LPA observed a total of 6 sinks and 5 toilets available to children. There is a staff bathroom that includes one toilet and one sink. Three's classroom is equipped with a changing table with a sink attached to it. The isolation area for children who are ill will be the Director's office. The staff bathroom will be designated for sick children's use. Facility provides morning, afternoon snack and lunch to children. Menu is posted. The outdoor space for preschool children were inspected. There are two outdoor space for younger preschool children and older preschool children which were measured at 8472 square feet which accommodates the requested capacity of 72 preschool children. Both playgrounds are fully fenced. A climbing structure with slides are located on the commercial built in foam around the falling zones. Shade is provided. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP on 12/22/2022. There is no lead exceedance on the facility lead report. Commonly Asked Questions about Child Care Centers and the ADA are available at: https://www.ada.gov/resources/child-carecenters The facility representative, Shannon Valdez was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing Continued on page 3 Page 3 of 3 clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. The director, Shannon Valdez was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. In the areas that were evaluated, no deficiencies were observed of the California Code of Regulations, Title 22, Division 12 at this inspection date. Fire clearance has been granted for the requested capacity on 4/7/2025. Based on today's measurement of indoor/outdoor, and number of sinks and toilets, the facility meets the requirements for the requested capacity of 72 preschool children. The facility will be granted the decreasing capacity of 72 children after final review and approval of the management. A notice of site visit was given to facility representative, Shannon Valdez and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
