Page 1 of 3 On April 17, 2025, Licensing Program Analysts (LPA), Mahnaz (Nancy) Malek conducted and inspection of this facility for the purpose of increasing the infant/toddler capacity. LPA met with the director, Shannon Valdez who arrived during LPA's inspection. LPA took census. There were 5 infants with two staff in Infant Room, and 3 toddlers with one staff in Toddler Room. The facility is currently licensed for 16 infants and toddlers in Infant Room and Toddler Room. The facility has requested to increase their infant/toddler capacity from 16 children to 32 children by adding a room from the preschool program (2 year old room). The facility has requested to provide care and supervision to ages 0 to 2 years old and the operation hours to be from Monday to Friday from 6:30 am to 6:30 pm and one Friday a month until 10:00 pm. A review of the Facility Personnel Report Summary on this date indicates all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. All indoor and outdoor activity space utilized for the children was inspected today. There is an operational carbon monoxide detector on site. All required licensing documents were observed posted in the front entrance. Parents sign in and out their children electronically. LPA measured all 3 rooms today (Infant Room, Toddler Room 1, and Toddler Room 2). Total indoor activity space measured at 1650.424 Square feet, which is sufficient to accommodate the requested overall capacity of 32 infants and toddlers. The crib area in the Infant Room was measured 176 square feet which was not included in the activity measurement. LPA viewed age-appropriate furniture and equipment, including tables, chairs, cubbies, cots, and cribs in Continued on page 2 Page 2 of 3 the Infant Room. LPA observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. LPA observed a total of 5 sinks and 3 toilets available to children. There is a staff bathroom that includes one toilet and one sink. Each classroom is equipped with a changing table with a sink attached to it. The isolation area for children who are ill will be the Director's office. The staff bathroom will be designated for sick children's use. Facility provides morning, afternoon snack and lunch to children. Menu is posted. The outdoor space for infants and toddlers were inspected. The outdoor space was measured at 910 square feet which accommodates 12 infants and toddlers. The playground is fully fenced. The surface of the playground is grass. A very low climbing structure is located on the commercial built in foam around the falling zones. Shade is provided. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP on 12/22/2022. There is no lead exceedance on the facility lead report. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. The director, Shannon Valdez was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. In the areas that were evaluated, no deficiencies were observed of the California Code of Regulations, Title 22, Division 12 at this inspection date. Fire clearance has been granted for the requested capacity on 4/7/2025. Based on today's measurement of indoor/outdoor, and number of sinks and toilets, the facility meets the requirements for the requested capacity of 32 infants and toddlers. However, the measurement of the outdoor space can accommodate 12 infants and toddlers only. The facility will be granted the increasing capacity of 24 infants and toddlers based on the limited measurements of outdoor space. An updated license for 24 infants and toddlers will be approved after final review and approval of the waiver. A waiver approval is needed for using the playground for 24 children on a staggered scheduling to limit for 12 children at any given time.
