What the inspector wrote

The Department received a complaint on 11/21/25 (1) Staff handled day-care child in a rough manner. (2) Staff yelled at a child in care. (3) Staff did not ensure confidential information about children are kept private During the investigation, LPA interviewed 6 staff, 6 children and 2 parents, and reviewed facility records. Regarding Allegation (1) Staff handled day-care child in a rough manner. Reporting Party (RP) stated they witnessed Staff 1 (S1) grab Child 1 (C1) with both hands by C1\342\200\231s hands. While S1 was sitting, S1 pulled C1 to sit on the carpet. During the staff interview, 6 out of 6 staff stated they have not witnessed staff 1 (S1) handle a child in a rough manner. Staff 3 (S3) stated they worked with S1 in the play ground and they have not seen S1 be rough with children. Staff 5 (S5) stated they have only seen S1 redirect children. Regarding Allegation (2) Staff yelled at a child in care. RP stated they received a message from an adult individual witnessing an incident were S1 was yelling at C1. During the staff interview, 6 out of 6 staff stated they have not witnessed S1 yell at C1. Staff 2 (S2) stated they would only hear loud voices to call children\342\200\231s attention. S3 stated a few staff have loud voices or would clap but only to call children\342\200\231s attention. Staff 4 (S4) stated S1 voice is loud and stern but not yelling. S5 stated S1 is firm with C1 and redirects C1. Staff 6 (S6) stated there is no yelling but raising voices loud enough to get children\342\200\231s attention. S6 stated S1 does not sound mad, but more redirecting and calling children\342\200\231s names to get their attention. Regarding Allegation (3) Staff did not ensure confidential information about children are kept private RP stated an adult individual (A1) let them know that S1 was sharing confidential information about C1 to A1. Page 2 of 3 During the staff interview, 6 out of 6 staff stated they have not witnessed S1 or any staff share confidential information other than the children\342\200\231s authorized representatives. S2 stated there is a Kindercare policy on communicating with parents that they follow. During record review of the Family Handbook, \342\200\234All information contains in your child\342\200\231s records, including your personal information, is confidential.\342\200\235 LPA interviewed 2 parents and none of the parents interviewed disclosed any information that could support the allegations. LPA interviewed 6 children and none of the children interviewed disclosed any information that could support the allegations. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged Staff handled day-care child in a rough manner, Staff yelled at a child in care, Staff did not ensure confidential information about children are kept private did or did not occur, therefore the allegations were UNSUBSTANTIATED. Exit interview was conducted with Asst Director Gelitzly Vargas. Report was reviewed and discussed. The Notice of Site Visit was posted and must remain posted for 30 consecutive days.
