What the inspector wrote

The Department received a complaint on 12/12/25 alleging: (1) Staff member threw child's food away because child did not want to nap. (2) Staff member hit child During the investigation, LPA interviewed 4 staff, 9 children, 3 parents, obtained LIC500, LIC9040, Family Handbook, Employee Handbook Regarding Allegation (1) Staff member threw child's food away because child did not want to nap. Reporting Party (RP) stated staff 1 (S1) threw child 1 (C1\342\200\231s) food away During the staff interview, 4 out of 4 staff stated they do not throw away children\342\200\231s food. Staff 1 (S1) stated they let the children put away their own plates after meal or S1 would help children put their plates away when needed. Staff 2 (S2) stated the children put their own plates away. When it is too messy, S2 helps them clean up. Staff 3 (S3) stated the children put away their own plate. Staff 4 (S4) stated they children put away their own plates and if children go straight to their beds, the S4 helps them throw away their plates. Regarding Allegation (2) Staff member hit child RP stated C1 was grabbed by the hand and put in their bed during nap. During the staff interview, 4 out of 4 staff stated they have not witnessed another staff violating children\342\200\231s personal rights or have not witnessed other staff hit a child. 4 of 4 staff stated they do not force children to nap. S1 stated they would offer books to C1 when C1 does not want to nap. S2 stated they would rub C1\342\200\231s back to help them with nap. S3 stated they would offer books to children who cannot nap. S4 stated they would rub the children\342\200\231s back to help them nap. Page 2 of 3 LPA interviewed 3 parents and none of the parents interviewed disclosed any information that could support the allegations. LPA interviewed 9 children and none of the children interviewed disclosed any information that could support the allegations. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violation on Staff member threw child's food away because child did not want to nap and Staff member hit child did or did not occur, therefore the allegations are UNSUBSTANTIATED. Exit interview was conducted with Director Iris Antuna. Report was reviewed and discussed. The Notice of Site Visit was posted and must remain posted for 30 consecutive days.
