What the inspector wrote

(Page 2) On 3/18/2025, LPA made an unannounced visit to the facility and interviewed nine (9) staff and six (6) children. All nine (9) staff interviewed stated that they have never operated out of ratio, have never seen staff engage in physically inappropriate interaction day care children, and have not heard staff yelling at day care children. All staff stated that there are enough teachers in the facility to maintain ratios throughout the day. They also shared that if more coverage is needed, teachers will rearrange their shift schedules, rearrange children into different classes, or the Director is available to step into the classrooms as well. Based on LPA’s record reviews, all staff were qualified to supervise children in care. All staff possessed the minimum required number of early childhood education (ECE) units or more. LPA also verified that all staff obtained their criminal record clearances. All six (6) children interviewed did not reveal information that supported the allegations listed above. During the visit, director provided LPA with the following documents for investigative review: facility roster, attendance sheets, and additional documents pertinent to the investigation. Throughout the investigation, four (4) authorized representatives were available for interview. All parents interviewed shared positive feedback regarding their enrollment experience and communicated their appreciation for the staff. All parents interviewed did not reveal information that supported the allegations listed above. The Orange County Regional Child Care Licensing Office has investigated the complaint alleging that: (1) staff operate out of ratio, (2) unqualified staff supervise children in care, (3) staff engaged in a physically inappropriate interaction with day care children, (4) staff yell at day care children, (5) licensee does not ensure staff have criminal record clearance. Although the allegations may have happened or are valid, there was not a preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are UNSUBSTANTIATED. No deficiencies cited. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Director, Deborah Warkentien. End of report.
