Inspector’s narrative

What the inspector wrote

During the course of investigation, LPA interviewed 9 staff members and 2 parents and 6 children. During the staff interviews, Staff 1 (S1) stated, S1 is not aware of Discovery Preschool B room over ratio but mostly when staff see that it’s about to happen, the staff will call for additional support. Staff 2 (S2) said No, S2’s class does not go over ratio and stated that staff are pretty good at letting the Director and Assistant Director know if they are going to be over so that they can step in if needed. Staff 3 (S3) stated, no, staff pretty good about that (maintaining ratios), staff communicate through the phone system to make sure classes don’t go over and may need more coverage. Staff 4 (S4) disclosed, the minute S4 arrives S4 goes gets S4’s students and there are always enough teachers. S4 always has up to 12 children, sometimes less but never over 12 children. S4 has not observed other classes to be over ratio. Staff 5 (S5) said, no, the classes are never out of ratio and if there is ever a time where classes might be staff quickly call someone to help support. S5 has not seen any classes be over ratio. Staff 6 (S6) stated, if S6’s class is ever going to be more S6 informs the admin to get immediate support. S6 said that other classes do not go over ratio. Staff 7 (S7) denied that S7’s class or other classes have ever gone over ratio. Staff 8 (S8) said, no, S8’ class is never over ratio, there is only 12 children enrolled so it’s never over 12. S8 has not seen any other classes have too many children. Staff 9 (S9) said, sometimes the 13th child is walking in but the admin watch who signs in the app so they will immediately come. So as the 13th child is walking in with their parent someone is walking in to support. The admin watch the numbers on the ipad to ensure everyone is covered. The staff schedules are arranged in 15 minute apart increments to help with the morning rush so S9’s class and all the other classes don’t go over ratio. Additionally, 9 out of 9 staff denied that the children roughhouse excessively due to a lack of supervision. Staff 1 (S1) stated that no staff or parent talked to S1 about roughhousing or a child getting hurt to due to roughhousing, only the typical behavior of children sometimes. The administration works with the new staff giving them curriculum and training. Staff 2 (S2) said the 2-year-old class, the children can’t really talk so sometimes the children get frustrated and hit but staff talk to them and read them books about nice touches and calm hands. The staff teach them about emotions and learning to ask for help. Helping them use their words. Staff 3 said yes, children can roughhouse but nothing extremely serious, the children are two years old so they can be a little rough with each other but nothing severe. Staff 4 (S4) denied lacking supervision of S4’s students. S4 stated S4 watches the children and if anything happens, S4 immediately reports it to the Director. Page 2 of 3 Staff 5 said yes, it (roughhousing) happens but staff immediately step in and talk to the children and redirect them. But nothing serious, thankfully staff always catch it and are good about making incident reports and telling parents. Staff 6 (S6) disclosed yes it happens, we make sure the hurt child gets TLC (Tender, love and care) and write incident reports. Staff separate them and redirect them. Staff 7 (S7) said no, the children are not allowed to roughhouse, staff redirect them if the staff start to see the children play like that. Staff 8 (S8) said no, they are prek so the children can try to play rough, but staff separate them and/or redirect them. Staff 9 (S9) denied an incident ever happened because staff were not supervising the children. The kids do horseplay, but staff tell them not to right away and give the children things to do to keep them busy . LPA received copies of staff timecards and student sign in/out sheets to verify student-staff ratios. According to records reviewed S2 arrived to the facility at 8:19am on 8/23/23 and at 8:23am on 8/24/23 therefore it was not possible that S2 had 17 children. On 8/23/23 there were 26 preschool children by the time S2 arrived and 7 preschool staff present and on 8/24/23 there were 36 preschool children and 6 preschool staff present, so facility maintained staff-student ratio on both 8/23/23 and 8/24/23. Additionally, LPA arrived to the facility by 8am to observe the staff-child ratio and facility was in compliance. 2 of 4 parents were interviewed, parents had no issues or concerns with the daycare. 6 out of 6 children interviewed did not make any disclosures. Based on the information gathered from LPAs’ interviews, observations, and reviewing records, there is insufficient evidence to corroborate the allegations of Facility is operating out of ratio and Staff are not providing adequate supervision of children in care. Although the allegations may have happened or are valid, there is not a preponderance of evidence to prove the alleged violations did or did not occur; therefore, the allegations are UNSUBSTANTIATED. Exit interview was conducted, and report was reviewed and discussed. Notice of Site Visit was posted during the visit. The facility representative was informed that the Notice of Site Visit must be posted for 30 consecutive days. Failure to post will result in civil penalties of $100 per day. The facility was provided a copy of their appeal rights (LIC 9058 12/15) and their signature on this form acknowledges receipt of these rights. Page 3 of 3. End of Report.
