What the inspector wrote

On 03/12/2025 at 8:30am, Licensing Program Analysts (LPAs), C. Nguyen and S. Deschampe conducted an unannounced Case Management inspection for an increase in capacity, from 48 infants to 56 infants. Upon arrival, LPAs met with Director Veronica Gonzalez. The licensee is requesting to be licensed for 56 infants, ages 6 weeks to 24 months in classrooms #2 (Toddler 3), #5 (Infant 2), #6 (Infant 1) #7 (Toddler 1) and #8 (Toddler 2). Hours of operation will be Monday thru Friday 6:30am \342\200\223 6:30pm and 6:30am to 10:00pm, one Friday per month. Present during today\342\200\231s inspection were 35 infants with 9 staff members. Appropriate ratios and supervision were observed. All indoor and outdoor activity space utilized for the children was inspected today. LPAs informed Director, Veronica Gonzalez that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. LPAs continued to tour the facility and measured new additional indoor activity space. Based on today\342\200\231s measurements and reports dated on 10/12/2023, total indoor activity space measured 2225.39 square feet, which is sufficient to accommodate the requested capacity of 56 children. LPAs observed all indoor activity space to be complete with safe, age-appropriate furniture and equipment, including tables, chairs, cubbies, napping cots/mats, bookshelves, and other activity supplies for the children. Drinking water is available in the classrooms via filtered water pitchers. LPAs observed all hazardous items to be inaccessible to children. There are no bodies of water or weapons on the property. Fire clearance was granted on 08/27/2024. LPAs observed a total of eight (8) sinks and four (4) toilets available for children\342\200\231s use. These are sufficient to accommodate the requested capacity of 56 children. The facility currently has a fully fenced playground area. The brick wall and chain link fence are at least four feet high. The total square footage for all the outdoor activity space, based on report dated 10/12/2023 is 2,450 square feet to accommodate for only 33 children at one time, which is insufficient for the number of children being requested. Page 1 of 3 A playground waiver to share the playground at different times in the AM and PM due to limited square footage shall be submitted and approved prior to license. Shading is provided via canopy. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. There is a small climbing structure on the playground properly and age-appropriate for the children. There is adequate cushioning in fall zones of climber provided by turf. Drinking water is available via filtered water pitchers. LPAs observed all hazardous items on the playground to be inaccessible to children. Director, Veronica Gonzalez was reminded that any changes to the facility must be reported to and approved by Community Care Licensing. For childcare center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). Director, Veronica Gonzalez was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see PIN 22-02-CCP . A Plan of Operation that includes IMS must be submitted to the Department. LPAs reviewed with Director, Veronica Gonzalez the LIC 311A, Records to Be Maintained at The Facility, for child\342\200\231s records, personnel records, administrative records, and documents to be posted. LPAs discussed the safe sleep regulations with Director and discussed the Child Care Licensing Safe Sleep webpage at: https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep , as an additional resource. Page 2 of 3 LPAs also informed Director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at: https://www.cpsc.gov/ , and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Director, Veronica Gonzalez was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms. The following correction is needed prior to the issuance of the license: 1. Waiver Letter requesting staggered times for use of outdoor playground. Representative Director, Veronica Gonzalez understands that all proof of corrections must be provided to the Department within 30 days, or the application may be denied. Exit interview conducted and report was reviewed with the Director, Veronica Gonzalez. A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. End of Report
