What the inspector wrote

Page 2 Reporting Party (RP) alleges staff members pull children by the ear when they are not waking up from nap time. RP states staff are yelling at the children when they do not wake up from nap on time or when children take too long using the restroom. During the investigation, LPA contacted the RP several times via phone call and did not receive a return call, LPA interviewed four staff at the child care center, interviewed three children at the child care center, and interviewed three parents via phone call. Staff handled children in a rough manner. RP alleges staff members pull children by the ear when they are not waking up from nap time. LPA interviewed four staff regarding the allege allegation. Staff interviewed stated they have never handled a child in a rough manner and has never witness other staff doing so. Staff interviewed stated, if a child doesn’t wake up when nap time is over, they allow the children to continue sleeping. Staff speak inappropriately to children in care. RP states staff are yelling at the children when they do not wake up from nap on time or when children take too long using the restroom. LPA interviewed four staff regarding the allege allegation. Staff interviewed stated they have never yelled at a child or witnessed other staff yelling at children. On 1/16/2025, LPA interviewed three children at the childcare center. Children interviewed all stated they liked school and that their teachers do not use a loud voice. On 1/29/2025, LPA contacted seven parents via phone call. Three parents were able to be interviewed. Parents interviewed did not divulge any information pertaining to the allegations. Based LPA interviews with staff, children, and parents, there was not enough evidence to substantiate the allegations. Continue to page 3. Page 3 The Orange County Childcare Office has investigated the complaint alleging Staff handled children in a rough manner and Staff speak inappropriately to children in care : although the allegations may have happened or are valid, there is not enough preponderance of evidence to prove the alleged violations did or did not occur, therefore the allegations are UNSUBSTANTIATED. In the areas that were evaluated, no deficiencies were observed of the California Code of Regulations, Title 22, Division 12 at the time of the visit. Exit interview conducted and report was reviewed with Director Mojgan Vasseghi. Notice of Site Visit was provided to Director Mojgan Vasseghi and posted on the door. The notice of site visit must be posted for 30 consecutive days. Failure to post will result in civil penalties of $100. The licensee was provided a copy of their appeal right (LIC 9058 1/16) and their signature on this form acknowledges receipt of these rights. Exit interview was conducted.
