What the inspector wrote

Licensing Program Analyst (LPA) Desai, Ketki conducted an unannounced Case Management Licensee initiated inspection at the above facility for the purpose of adding a new Preschool classroom and play yard with an increase in capacity to 50 Preschool age children. (3-6 years old) Facility Administrator Mr. Navarrette, Jonathan gave a tour of the facility. LPA observed 2 preschool age children with one staff member and Administrator on site, providing care and supervision to the children. Currently facility is licensed for 25 Pre-school age children, 3-6 years old in one assigned Preschool room on the premises of Boys and Girls club of Laguna Beach. Now facility is adding an additional Preschool room (Preschool Room # 2) to the program, also adding an additional play yard adjoining the new room. Facility is increasing the total preschool age capacity to 50 children. Preschool age program has their own yards. Facility shall now use Room # 1 and 2 for Preschool age program The following was observed in the following in the preschool room # 2 · Age appropriate furniture and equipment’s · Educational items /Arts and Crafts activities. Room is well lighted with ventilation. · Drinking water is available through filtered water pitchers and personal water bottles along with Filtered Water dispenser in each room. · Facility offers Breakfast/ Lunch while PM snacks is brought from home. Preschool Room # 2 will be a half day program only from 8.00 am to 11.30 am while Preschool Room # 1 will be a full day program. There is no napping in the half day program in Room # 2, while napping is offered in Room # 1 the full day program. Children use mats during nap time, linens are provided by the facility and blankets are brought from home. All meals are prepared on the premises in the kitchen by the designated staff. Menus are posted on the board. (1) Preschool age children have individual cubbies for storage · Electronic and Manual sign in / out Facility uses Bright Wheel application · CDC Guidelines are being followed. · Classrooms has specific age appropriate bathrooms designated for Preschool age children in the two classrooms. Alarms are installed on the Exit doors in each classrooms. On today’s inspection two preschool rooms were measured. Indoor activity space: 1777'87 divided by 35 = 50'80 children. ( Facility has requested 50 preschool age children) Total sinks: 6 X 15 = 90 children / Total toilets: 4 X 15= 60 (children) Facility has sufficient sinks and toilets to support the requested capacity of 50 preschool age children. Each classroom has their own Toilets and sinks inside the classrooms. Outdoor space : Facility has a designated Preschool age yards, which is accessed directly from the classroom door. New Play yard (Courtyard) is designated for Half day preschool age program and the big Play yard is for the full day session accessed from the door across the classroom. Preschool age yard has a surrounding fence with age appropriate climbing structures placed on the soft cushion flooring, to absorb any falls and shade is provided by a building structure and a shaded canopy. There is a bike trail in the yard. Age appropriate toys and play structures were observed in both the yards. Additional shed is in the play yard where toys are stored. Outdoor activity space: 30,162'66 divided by 75= 402'12 ( Facility has sufficient space for 50 Preschool age children in the two assigned yards.) After a tour of the center, no deficiency was observed. LPA provided Guardian Information and website info: https://www.cdss.ca.gov/inforesources/cdss-programs/community-care-licensing/caregiver-background-check/guardian Facility has access to the Guardian system. (2) Facility Administrator is current on the required Pediatric CPR/First Training: Valid up to August 24th 2024. Fire clearance was approved by Laguna Beach Fire Agency for the requested capacity of 50 Preschool age children in Preschool room # 1 and 2. Based on today’s room measurements/ Outdoor space with sinks and toilets: Facility has sufficient space to accommodate 50 Preschool age age children (3-6 years old) in Room # 1 and 2. Operating hours: Monday to Friday 8:00 am to 3:30 PM. (Full day session ) 8.00 am to 11.30 am (Half day session in Room # 2 only. Total Capacity : 50 children Criminal Record Statement : Facility Representative ) was was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Safe Sleep : LPA discussed the safe sleep regulations with Facility Representative(Mr. Navarrete, Jonathan ) discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services : Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department.
