An Annual Random inspection was conducted at the facility by Licensing Program Analyst (LPA) Mahnaz (Nancy) Malek. LPA met with licensee, Mariam Maroof and her assistant Yama Raawee who were taking care of 9 children of whom 2 were under 24 months old. LPA toured the childcare area. Three more children of whom 2 were under two months old were dropped off during LPA's inspection. Licensee was operating within the licensed capacity as specified on license for Large Family Childcare Home.
A review of the Facility Personnel Report Summary on this date indicates all facility residents, staff, or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.
According to licensee, currently four adults including the licensee, and one minor child living in the house. Day care hours of operation is Monday through Friday from 7:45 am-6:00 pm.
During today\342\200\231s inspection, LPA toured the inside and outside areas identified in the facility sketch as accessible to childcare children. Off limits areas are made inaccessible by means of a locked door. The day care area is separated from the other part of the house with a locked door between children's bathroom and off limit area in the house. The parents enter from the front gate to the day care area which is located on the right side of the building. The day care area is consisted of one room and one children's bathroom and part of the back yard. LPA observed one crib placed in the daycare area. Sleeping bags are used for older children for napping. There is a fenced barricaded area to separate two sides of the children's area.

Children eat, play, and nap in this room. There is a tall enclosed cabinet with washer and dryer in it which is locked with a plastic lock and a metal latch. There is a tall heavy wooden cabinet in the bathroom which is equipped with lock. Children's bathroom was free of hazardous items. Detergents, cleaning compounds, medicines, and other items which could pose a danger to children were not readily available to children they were stored inaccessible to children. Licensee stated there is no firearm in the facility. There is one cat living in the house that is not kept around children according to licensee.
There is no body of water observed in the backyard. However, there is a new water fall (couples of steps) built over the 5 feet in height on the slope of the backyard. Running water circulates from the ground of the other side of the backyard when it is plugged in to electricity if are used during out of the daycare operation hours. The licensee has installed a metal fence equipped with two locks on the opening gate all the way on the backyard which has separated the children's area from the water fall area. On the same area on the other side of the fence, LPA observed an equipment "dried sauna" that is enclosed and runs by electricity for adults' use. This equipment is located on the other side of the locked gate/fence to make it inaccessible to children. Backyard is all fenced. There are swings and see-saw with Turf flooring on the backyard.
There are working carbon monoxide, smoke detector, and fire extinguishers in the home that meet statutory and State Fire Marshall standards. LPA verified there is a working telephone service (cellular service).
The licensee does have a current roster of children in care.
Fire Drill was available. The last fire drill was conducted 9/11/2025. Children\342\200\231s records for children present during LPA\342\200\231s inspection were reviewed. Nine files were reviewed. The log for every 15 minutes check on napping children under 24 months old were available. LIC 9227 (Individual Infant Sleeping Plan) for infants under 12 months old were available on file. The licensee and her assistant's CPR/First Aid certifications will be expired 11/2027. However the CPR and 1st aid certifications are not met the licensing requirements. They are not approved by Emergency Medical Services Authorities (EMSA) There are no approved stickers on the cards.
Beginning September 1, 2016, Health and Safety (H&S) 1597.622 states, a person shall not be employed or volunteer at a family childcare home if he or she has not been immunized against influenza, pertussis, and measles. Proof of immunization against pertussis, measles for licensee was in compliance.

Beginning March 31, 2018, H&S Code 1596.8662 requires all licensed providers and employees to complete mandated reporting training, and to renew the training every two years. Mandated Reporter Training Certificates for the licensee and her assistant are current.

The licensee understands they must be present in the facility and must ensure children in care are always supervised. Children are not to be left alone in parked vehicles. When the licensee is temporarily absent from the facility, arrangements must be made for a qualified substitute adult to care and supervise children while absent. The substitute adult must have the required criminal record, child abuse index clearances, immunization, Pediatric CPR/First Aid, and mandated reporter training.
Licensee, Mariam Maroof was reminded that all adults 18 and over living or working in the home, including employees volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

resource. LPA also informed Licensee, Mariam Maroof of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at:

, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Licensee, Mariam Maroof was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During exit interview, the Licensee, Mariam Maroof confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
In the areas that were evaluated, The no deficiencies were cited of the California Code of Regulations, Title 22, Division 12 on this inspection day.
A notice of site visit was given and must remain posted for 30 days.
