What the inspector wrote

Licensing Program Analyst (LPA) A. Nunez conducted an unannounced case management incident inspection in response to a self-report Unusual Incident dated 9/9/2025. During today’s visit, LPA met with the Licensee, Angelica Barajas. LPA took census and observed 1 infant and 4 preschool age children napping. The Licensee and 1 adult assistant were present in the home. During the inspection it was determined the facility is operating within its licensed capacity and within compliance of staffing ratios. A review of the Facility Personnel Report Summary on this date indicates all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. On 9/9/2025, a self-reported Unusual Incident Report (UIR) was filed with the Licensing Office. The facility reported detailing on 9/8/2025, Parent#1 (P1) claimed to another day care parent that Adult#1 (A1) had touched Child#1 (C1) inappropriately in the daycare. Page 1 of 2 On 9/12/2025 LPA interviewed 3 staff members, A1, and 3 children. Staff#1 (S1) stated the following: A1 does not help in the day care. A1 does not come in the house. If A1 comes in the house is to move the car because it’s street sweeping or to cut the grass. A1 does not come in my home during day care hours. The children see A1 because S1 opens the door and they see A1 and when we take walks we will pass by A1’s house and the children will wave to A1. Also, when S1 and children take walks S1 will be in front of the line and Staff#2 (S2) will be at the end of the line and A1 will be in back of S2. That is the only supervision A1 has helped. S2 stated the following: A1 does not come inside the house and A1 does not help with the day care responsibilities. A1 stated the following: A1 does not go inside house during day care hours. A1 will stay outside the house. A1 will help S1 move S1’s car or cut the grass. 2 out of 2 children stated they don’t see A1 inside the day care house. Based on staff, A1, and children’s interviews, no deficiencies were observed of the California Code of Regulations, Title 22, Division 12 at the time of the inspection. Exit interview was conducted with Licensee Angelica Barajas. Notice of Site Visit was posted during the visit. The licensee was informed that the notice of site visit must be posted for 30 consecutive days. Failure to post will result in civil penalties of $100. Licensee was provided a copy of their appeal rights (LIC 9058 01/16) and their signature on this form acknowledges receipt of these rights.
