Upon arrival at 9:45 AM, LPA observed the stairs leading to the second level of the family child care home was not fenced or barricaded. LPA observed a child safety gate but the gate was opened and not locked giving children in care access to the second level of the home which is off limits which poses an immediate health, safety or personal rights risk to persons in care.
