Inspector’s narrative

What the inspector wrote

On 1/9/26 at approximately 1:20PM , Licensing Program Analysts (LPAs) S. Jung and A. Castro conducted an unannounced case management inspection. Upon arrival, LPAs met with Licensee, Taeyong Kim. LPAs disclosed the purpose of the inspection and was led on a tour of the facility. There were 8 infant children, 7 preschool children, three (3) assistants, and the licensee . Hours of operation are Monday through Friday 8:00 AM to 6:00PM . Licensee was operating over capacity and citation has been included on a separate complaint findings report dated 1/9/2026. A review of the Facility Personnel Report Summary on this date indicates not all facility staff or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. Assistant 1 (A1) and Assistant 2 (A2) did not have criminical record clearances; see LIC 9099D for deficiency. Civil penalty was issued. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the Licensee, Taeyong Kim. End of report.

    102416.5 Staffing Ratio and Capacity(a) The capacity specified on the license shall be the maximum number of children for whom care may be provided at any one time.This requirement was not met as evidenced by: Based on observation, interview, and record review, the licensee did not comply with the section cited above in that, licensee had 15 children in care, which poses an immediate health, safety or personal rights risk to persons in care.

This requirement was not met as evidenced by: Based on observation, interview, and record review, the licensee did not comply with the section cited above in that, 2 staff members did not have criminial record clearance, which poses an immediate health, safety or personal rights risk to persons in care.
