What the inspector wrote

On 1/16/2026, Licensing Program Analysts LPAs S. Jung and G. Lucero conducted an unannounced Case Management - Plan of Correction inspection for the purpose of following up on two deficiencies incurred by the facility on 1/9/2026. Upon arrival, LPAs met with Licensee, Taeyong Kim and were led on a tour of the facility. There were seven (7) children upon arrival and one (1) more child arrived a few minutes later. During the tour, it was determined the facility is operating within its licensed capacity and within compliance of staffing ratios. A review of the Facility Personnel Report Summary on this date indicates all facility staff, or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions. On 1/9/2026, licensee was cited for two assistants(Adult 1/A1 and Adult 2/A2) who did not obtain criminal record clearances prior to residing in the home. Both A1 and A2 were instructed to leave the facility due to not having confirmed clearances, and licensee stated that they would ensure both individuals would obtain clearance prior to returning to the home. Citation can be found on the original Case Management - Deficiencies reported dated 1/9/2026. During today's visit, LPAs were able to confirm via Guardian that A1 did obtain criminal record clearance and child abuse index clearances or exemptions, but both A1 and A2 were not present in the home during the time of visit. Assistant 3 (A3) who was assisting children at the time of visit does have criminal record clearance and child abuse index clearances or exemptions. (Go to Page 2) (Page 2) On 1/9/2026, licensee was cited for operating over capacity. Licensee is licensed for a maximum capacity of 14 children but was operating with 15 children present, eight (8) of those children were infant children and seven (7) children were preschool age. During today's visit, LPAs observed seven (7) children upon arrival, two (2) of which were infant children. At approximately 10:40 AM, LPA Jung took another census and observed 11 children, four (4) of which were infant children. Licensee was operating within licensed capacity and within compliance of staffing ratios during the visit. No deficiencies were cited, and Notice of Site Visit was given which must remain posted for 30 days. Report was reviewed with licensee. Korean interpretation was provided by LPA Jung. End of report.
