Licensing Program Analyst (LPA) Giselle Lucero conducted an unannounced case management inspection for the purpose of increase in capacity from Small Family Childcare Home to Large Family Childcare Home. LPA met with the Licensee Gisela Celis, Licensee and assistant were caring for 6 children, which included 2 infants and 4 preschool age children, children were playing in the living room.
A review of the Facility Personnel Report Summary indicates 3 adult(s) live in the home. The adult resident(s) received caregiver background check clearances or exemptions as required by the Department. Per the applicant, there are no minors living in the home. Licensees stated, they are not currently registered with any Resource Foster Care agency or holds a Resource foster parent license. Licensees were reminded if changes, to notify the licensing office.
The applicant
is requesting a Large Family Childcare Home license. Per the applicant, operation hours will be

0 AM to 5:00 PM. Care and supervision will be provided to children ages 3 months -12 years old. For the purposes of licensing, an infant is defined as any child 0 to 24 months of age.
All areas identified on the facility sketch were inspected, including but not limited to, off limit areas. The facility is a single-story home with 3 bedrooms, 2 bathrooms, a living room, kitchen, fro
nt patio area (fenced) and
a garage (that is not accessible from the home, garage is located in the parking lot).
There is no fireplace in the home. Areas that are used by children were inspected for safety, comfort, cleanliness, telephone service (cell phone is the primary contact phone.

There is central heat/AC in the home. Detergents, cleaning compounds, medicines, sharp objects, and hazardous items that can pose a danger to children are inaccessible in areas designated for children. The Licensee stated that there are no poisons on the premises. Licensee was advised that any poisons must be locked with a key or combination lock. The applicant stated that there are no weapons or firearms on the premises. The LPA informed the applicant that when firearms are present, they must be locked and stored separately from the ammunition per CCR 102417(g)(4)(C).
There are two dogs in the home that are kept in the kitchen.
Areas Designated for Day care activities:

Based on the Facility Sketch LIC999 submitted, areas off-limits to children and parents are as follows:
Applicant has designated identified the 2 bedrooms, one bathroom located in a bedroom, kitchen and garage as the off limit areas.
During this inspection, LPA observed the designated off-limits areas were made inaccessible by baby gates.
Garage will not be used for day-care. The applicant stated the garage will be off-limits.
The applicant understands that licensing staff may have access to off-limits areas during inspection visits if necessary.
Licensee stated there is a community pool located approximately 200 feet away from the facility.Applicant stated pool will not be used for day care.
The toys are age appropriate and in good condition for the potential ages served. Baby walkers, bouncers, jumpers, and similar items will not be used for children in care. During today's inspection, the smoke detector and carbon monoxide were operable, and the fire extinguisher 2A10:BC indicates fully charged.

Outdoor play activities will be conducted in the front patio area, which is appropriately fenced. LPA observed play equipment to be safe and free of hazards.
Per licensee, she provides food and snacks for the children. Per licensee, children nap in the living room and bedroom. Licensee stated parents provide linen and blankets for children and licensee washes linen/blankets and/or she sends it home to be washed at the end of the week.
Per licensee, she uses a changing table located in the bedroom to change the infants. LPA reminded licensee, that while changing an infant\342\200\231s diaper to visually observe the infant, to ensure the infant is safe.
Licensee\342\200\231s Mandated Reporter certification expires on 09/17/2027. EMSA approved Pediatric CPR and Pediatric First Aid were current for licensee, which expires on 06/14/2027.
Orange County Fire Authority approved the facility for a large license and it was received on 10/21/2025 with the following notes, "Garage is not approved for day care use."
APPLICANT RENTS/LEASES THE HOME AND HAS LANDLORD CONSENT:
Because the licensee rents/leases the home, proof of landlord notification is required. The LPA observed the Property Owner/Landlord Notification form (LIC9151) that the applicant confirms was provided to the property owner/landlord. The applicant obtained a signed Property Owner/Landlord Consent form (LIC 9149).

Megan\342\200\231s Law
On this date, 09/24/2025, the California Attorney General - Megan\342\200\231s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ.
LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep

as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at

and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.

Criminal Record Clearance
Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.
Notice of Site Visit
A notice of site visit was given to Licensee and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
