An Annual Random inspection was conducted at the facility by Licensing Program Analyst (LPA) Mahnaz (Nancy) Malek. LPA met with licensee, Marissa Draper and her assistant Jenna Draper. LPA toured the home. Upon arrival there were 8 children present of whom 4 were under 24 months old (7, 12, 13, and 13 months old). Licensee was operating within the licensed capacity as specified on license for Large Family Childcare Home.
A review of the Facility Personnel Report Summary on this date indicates all facility residents, staff, or other individuals who require caregiver background checks have received criminal record and child abuse index clearances or exemptions.
According to licensee, currently three adults including the licensee, and two minor children living in the house. Day care hours of operation is Monday through Friday from 7:00 am to 5:00 pm. The licensee is taking care of children from birth to 12 years of age.
During today\342\200\231s inspection, LPA toured the inside and outside areas identified in the facility sketch as accessible to childcare children. Off limits areas are made inaccessible by means of baby gates and locks. The childcare area consists of the living room, family room, dinning area, kitchen, bedroom # 1 and children's bathroom (located next to bedroom # 1) in downstairs, and back yard as the day care areas. Children will be napping in the family room and bedroom # 1. There was one crib observed in bedroom 1, and 3 cribs observed in the family room. The cribs were free of any foreign objects. Two gates are installed in the family room to separate the area from the kitchen and living room.

The designated childcare areas were observed to have age-appropriate toys and educational items. There were baby swings and dinning chairs for children. Upstairs area is completely off limit and a gate is installed on the bottom of the stairs. Children's bathroom was free of hazardous items.
Detergents, cleaning compounds, medicines, and other items which could pose a danger to children were not readily available to children they were stored inaccessible to children, none were observed during inspection. Licensee stated there is no firearm in the facility. According to licensee a dog (French Bulldog Breed) lives upstairs in the off limit area. However, the dog might be around children in the downstairs area. LPA verified there is a working telephone service (cellular service).
Backyard is all fenced. There is no body of water observed in the home. However, there is a decorative water fountain (Tall clay vase shape) located on the far side of the backside. The bottom part is flat and filled with rocks which prevents water collecting and is covered with a tarp. The front side of the back yard is designated for children's play area. There are outdoor furniture, barbecues set on this side. The propane gas is located in off limit area in garage. Children's play equipment are located on a cushioning material (carpet in the back yard area) during play time.
There are working carbon monoxide, smoke detector, and fire extinguishers in the home that meet statutory and State Fire Marshall standards.
The licensee does have a current roster of children in care.
Fire Drill was available. The last fire drill was conducted 11/18/2025. Children\342\200\231s records for children present during LPA\342\200\231s inspection were reviewed. Eight files were reviewed. The log for every 15 minutes check on napping children under 24 months old were available. LIC 9227 (Individual Infant Sleeping Plan) for infants under 12 months old were available on file.
The licensee and her assistant's CPR/First Aid certifications are current.

Beginning September 1, 2016, Health and Safety (H&S) 1597.622 states, a person shall not be employed or volunteer at a family childcare home if he or she has not been immunized against influenza, pertussis, and measles. Proof of immunization against pertussis, measles for licensee and her assistant were in compliance.
Beginning March 31, 2018, H&S Code 1596.8662 requires all licensed providers and employees to complete mandated reporting training, and to renew the training every two years. Mandated Reporter Training Certificates for the licensee and her assistant are current.

The licensee understands they must be present in the facility and must ensure children in care are always supervised. Children are not to be left alone in parked vehicles. When the licensee is temporarily absent from the facility, arrangements must be made for a qualified substitute adult to care and supervise children while absent. The substitute adult must have the required criminal record, child abuse index clearances, immunization, Pediatric CPR/First Aid, and mandated reporter training.
Licensee, Marisa Draper Zarafrooz was reminded that all adults 18 and over living or working in the home, including employees volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated.

LPA also informed Licensee, Marisa Draper of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at:

, and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment.
Licensee, Marisa Draper was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.

During exit interview, the Licensee, Marisa Draper confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
In the areas that were evaluated, no deficiencies were cited of the California Code of Regulations, Title 22, Division 12 on this inspection day.
A notice of site visit was given and must remain posted for 30 days.
